- Description
- An RFP will be issued for the continued Operation of the three (3) Job Corps Centers in Puerto Rico: the Arecibo Job Corps Center in Garrochales, PR; the Barranquitas Job Corps Center in Barranquitas, PR; and the Ramey Job Corps Center in Aguadilla, PR. This procurement will be full and open to all responsible Offerors. Job Corps is a national residential and non-residential training and employment program administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the contract will provide Center Operations and Outreach/Admissions & Career Transition Services. The contract will have a 2-year base period, March 1, 2011 through February 28, 2013, plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about Friday, April 23, 2010. It can be obtained from FedBizOpps located on the World Wide Web at https://www.fbo.gov. The average capacity for each of the Centers is: 1) Arecibo - the Center has 200 youth of which 117 are residential (72 Males and 45 Females), and 83 non-residential (33 males and 50 females); 2) Barranquitas - the Center has 260 youth of which 185 are residential (90 males and 95 females), and 75 non-residential (35 males and 40 females); and 3) -Ramey - the Center has 335 youth of which 272 are residential (136 males and 136 females), and 63 non-residential (14 males and 49 females). The successful Contractor will also provide Outreach/Assignment Services, recruiting 1180 students to the three (3) Puerto Rico Centers from Puerto Rico and the US Virgin Islands. Career Transition & Support Services will also be provided for approximately 1,279 youth returning to Puerto Rico locations and the US Virgin Islands. At least 40% of these placements should be on a pre-separation basis. The successful Contractor shall also provide Academic and Vocational Training, operate Counseling and Residential Living programs, and provide the following support services: Health Services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services. The Contractor shall also provide overall Center Management and Administration as follows: Contract and Personnel Management, Staff Training, Financial Management, Procurement and Property Management, Facility Operations and Maintenance, Security and Safety Services, Community Relations and Public Information. A Pre-proposal Conference and Site Visit are scheduled for Tuesday, May 4, 2010. The following exclusive itinerary is provided (no variations): The Pre-Procurement Conference will take place at the Barranquitas Job Corps Center on Tuesday, May 4, 2010, at 11:00 a.m. (local time). The Center is located at at Carretera 152 Km 3.0, Barranquitas, Puerto Rico, Telephone 787-857-5200. A tour of the Center will take place immediately after the conference. A tour of the Ramey Job Corps Center will take place on Wednesday, May 5, 2010, at 11:00 a.m. (local time). The Center is located at Calle Belt Edificio 760 (Belt Street, building 760, Old Ramey Base), Aguadilla, Puerto Rico 00604, Telephone 787-890-2030. A tour of the Arecibo Job Corps Center will take place on Thursday, May 6, 2010, at 10:00 a.m. (local time). The Center is located at Carretera 682 Km 6.6, Garrochales, Puerto Rico 00652, Telephone 787-881-2300. NOTE: The Pre-Procurement Conference will only take place on May 4th. May 5 and 6 will solely consist of Center tours at Ramey and Arecibo. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from FedBizOps, before attending the pre-proposal conference and site visit. All potential attendees are required to register, in advance, with the contracting office running the procurement. Please mail a "Notice of Intent to Attend the Puerto Rico Job Corps Center Pre-Procurement Conference and Tours" to Binh Kha, U.S. Department of Labor, OASAM, 201 Varick Street, Room 815, New York, NY 10014. All "Notices of Intent to Attend" should be received by this office no later than close of business on April 26, 2010. Attendees are required to stop in at the front desk of the Administration Buildings at each of the Centers to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. Only formally scheduled tours will be provided as part of the conference. As the Centers are located in a tropical climate, and the tours will likely last 1-2 hours each, it is recommended that comfortable clothing and walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions that they will want addressed at the conference. While all questions and answers will be made public, the names of attendees and the source of the questions will not be disclosed. Questions should be received by the contracting office no later than close of business on April 26, 2010. Lodging and subsistence are the responsibility of attendees. Proposals in response to the RFP will consist of an Oral Presentation and a Written Submission as described in Section L of the RFP. All written proposal submissions shall be due no later than June 24, 2010, 12:00 noon (local time) to the address listed in the RFP. Responses received after that date and time will not be considered. All responsible sources may submit a proposal, which shall be considered by the Agency. Submitted proposals will become the property of the United States Government. Unsuccessful and/or surplus proposals will not be returned and will be scheduled for destruction.
