- SOURCES SOUGHT NOTICE & REQUEST FOR INFORMATION. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. No solicitation is available. This RFI is released pursuant to FAR Part 15.201(e), Exchange with Industry. The Government is seeking interested sources for the Production of seventeen (17) PSDS2 and associated video interface/communication kits to support Urgency Requirement in Southwest Asia Operation. The PSDS2 is a Full Motion Video (FMV) distribution and exploitation system that: Integrates inputs from multiple sensors (optical, infrared, radar, acoustic) to provide situational awareness at all echelons; Provides video in context for intuitive situational awareness on a 3-D terrain model or 2-D map; Disseminates real-time streaming video by sensing available bandwidth; Archives video and metadata for forensic analysis; Supports observation and event management of actionable intelligence and is federated with DIB-enabled systems; and Interfaces with other C2 applications (AFATDS) for improved operational picture. Raytheon C2IS of Falls Church, VA is the Original Equipment Manufacturer of the PSDS2. In order to meet the critical urgency requirement, the PSDS2 Production effort must be completed 12 months after contract awarded and there will be no Non-Recurring Engineering (NRE) effort associated with the contract. All proposed alternate PSDS2 system solution should already have an Authorized-To-Operate (ATO) memorandum for SIPRNET and Afghan Mission Network (AMN) The Government does not own the PSDS2 production drawings and product specifications (below system level). Detailed technical data for generation and acceptance of the PSDS2 is not available. The PSDS2 top-level System Specification is available upon request. All interested sources with experience in the FMV distribution and exploitation and already have a PSDS2 compatible system are invited to send a response describing in detail their ability and the system that can meet PSDS2 FMV requirements. Proprietary information will not be solicited. Responses should be submitted no later than close of business 7 May 2010. Information submitted does not constitute a proposal, but will be considered an exchange of capabilities and ideas. Responders are solely responsible for all expenses associated with responding to this RFI, including any subsequent requests for proposal (RFP).
