Description
RECOVERY - THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.THIS ACQUISITION WILL BE FUNDED IN WHOLE OR IN PART BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PUBLIC LAW 111-5. THIS IS A 100% TOTAL SMALL BUSINESS SET-ASIDE. The U.S. Department of Commerce, National Institute of Standards and Techology (NIST), requires contractor support for its Smart Grid Interchange Requirement Analysis and Standards Conformance Project. This is a 100% Small Business Set-aside. The Contractor shall provide technical expertise and consultation in specified areas of standards conformance in support of secure and reliable Smart Grid information interchange. The scope of this conformance program is only for networking and security. General tasks consist of the creation of a (or several) conformance programs which will provide a level of confidence in technologies which connect or use the Smart Grid are meeting these standards. This presolicitation notice is for non-commercial services NIST intends to solicit this acquisition under the procedures set forth in FAR Part 15. The period of performance is anticipated to be eighteen (18) months. The Government intends to award a time and materials contract for these services because it is not possible for the Government to estimate accurately the extent or duration of the work with any reasonable degree of confidence. Availability of Solicitation: NIST intends to post the solicitation on www.fbo.gov on or about 15 days after this notice is posted. Proposals will be due no later than thirty (30) days after the solicitation is posted. How to Obtain Solicitation and Amendments: Potential Offerors will be responsible for obtaining the solicitation and related amendment(s), if any, from www.fbo.gov after the solicitation has been posted. It is and will continue to be the responsibility of each potential Offeror to monitor www.fbo.gov for any amendment(s), or other information related to the solicitation. The Government will not be maintaining a mailing list. Any communications regarding the solicitation may only be submitted by email and should identify the solicitation number, company name and address, point-of-contact, email address, and telephone number(s). Requirement for active registration in CCR: Each Offeror must have an active registration at www.ccr.gov to be eligible to receive an award under this acquisition.
