- THIS IS A PRE-SOLICITATION NOTICE: The Bruce W. Carter VA Medical Center (hereafter "The VA" or VA"), located at 1201 NW 16th St Miami, FL 33125, intends to release a competitive Request for Proposals (RFP) numbered VA-248-10-RP-0367, for a project entitled "Install Secondary Fire Pump". The solicitation will be a 2 phase design build. The successful A/E firm will be required to provide all labor, materials, equipment and supervision for the development of design and construction documents, specifications and cost estimate for project. The contractor will be required to follow the Statement of Work to perform installation of the fire pump IAW the construction documents developed in phase one. The current intent, award a contract in accordance with Public Law competitively via a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. This is intended to be a limited source competitive RFP, meaning that A/E firms experienced in fire protection design in accordance with NRPA, National Fire Protection Association, The Joint Commission and all other applicable federal, state and local codes will be invited to compete for this project. The VA intends to release this RFP with competition restricted completely to Service-Disabled Veteran-Owned Small Businesses. The applicable NAICS code will be 236220. The $33.5M. The magnitude of the project is between $500,000.00 and $1,000,000.00 The Period of Performance is expected to be one hundred twenty days (180) days from the issuance of the Notice to Proceed A bid/guarantee bond is required with all offers Performance and payment bond will be required within 10 days of award. The VA anticipates the use of a "best value/tradeoffs" evaluation method that will include both an analysis of past performance, on similar type and magnitude projects, Qualification on construction personnel and price. A pre-proposal site visit will be scheduled at the place of performance. Attendance is required for all prospective offerors, in order to get a full understanding of the work required to successfully complete contract performance. The Request for Proposal is expected to be released on or about 30 April 2010, unless this notice is modified, the full RFP will be posted to the Government-wide Point of Entry (www.fbo.gov) sometime between that date and the end of May 2010 This is a pre-solicitation notice synopsizing an upcoming competitive solicitation to satisfy the requirements of FAR 5.201 and 5.203.
