- Description
- Work includes, but is not limited to, providing all material, labor, supervision, transportation, temporary construction of every nature, equipment, and all other services and facilities necessary to replace the HVAC, including controls, at the USPS IMC, 307 Beacham Street, Suffolk County, Chelsea, Massachusetts. Estimated cost of the work is between $1,000,000 and $1,500,000 with construction completion no later than one hundred eighty (180) calendar days after receipt of the Notice to Proceed. There will be a pre-proposal meeting for this project held on Wednesday, May 5, 2010 beginning at 11:00 a.m. on site. Attendance is not mandatory but is strongly recommended. On-site visits may be arranged by contacting James Murphy, USPS Manager, Customer Service, at (617) 884-4048. Technical inquires are to be addressed to the Project A/E Edward A. This is not a formal invitation for bid; therefore, no bid bond or proposal guarantee is required. In accordance with USPS contracting requirements, the successful contractor on awards exceeding $500,000 will be required to submit a Small, Minority & Woman-Owned Business (SMWOB) Subcontracting Plan before a Notice-to-Proceed is issued and submit a quarterly web-based SMWOB contractor report. All offerors are required to submit a completed qualification package along with a company safety and health plan, which will be part of the evaluation process. Prior to award, the successful contractor will be required to submit a project specific safety plan acceptable to the USPS contracting officer. Also note, the USPS Northeast Area Environmental Health and Safety Guide Checklist must be reviewed, completed, and signed by both the USPS Facility Manager and a representative of the successful contractor before work can being. Contractors must have an existing office within 75 miles of the USPS Chelsea, MA IMC. Since construction time will exceed sixty (60) days, contractor will be bound by Contractor’s Screening Requirements. AWARD of this contract will be based on BEST VALUE. To be considered, offerors must complete and submit Attachment 20, Construction Qualification Package, in a separate envelope marked TECHNICAL QUALFICIATION PACKAGE – Chelsea, MA IMC - Replace HVAC. The price proposal (Offer/Award, Schedule of Values, Company Safety & Health Plan) should be submitted in a separate envelope so marked and labeled with PS Form 7377. SOLICITATION PACKAGES may be purchased by sending $50 (check or money order made payable to USPS Disbursing Officer) to Susan Lam, USPS Northeast Facilities Service Office, 6 Griffin Rd North, Windsor, CT 06006-0300.
