- Contract No. 70181AM124 TAS 14 1161 100 US Department of the Interior Sole Source Justification 1) Briefly, a description of the supplies or services required to meet the agency's needs and include the estimated value. Temporary lodging/office in Gambell, Alaska. Costs are estimated at $4,350.00 for the time period of April 27, 2010 - May 27, 2010. 2) Statutory Authority permitting other than full and open competition. Identify the statutory authority permitting with the FAR citation and FAR citation Title. FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. 3) WHY are the proposed contractor's unique qualifications for the nature of the acquisition requiring the use of the authority cited in item (2). * Gambell, at the northwest corner of St. Lawrence Island, is a small village of approximate 300 people and it has very limited quantities of services. * Sivuqaq Incorporated is the only lodge available in the city of Gambell, Alaska. 4) WHAT effort was made to ensure that offers were solicited from as many potential sources as is practical. Marine Mammals Management and CGS determined that no other vendor was qualified to conduct the work due to the following factors:* CGS called the Travel Management Center, Carlson Travel. Carlson was only able to provide one contact for lodging, Gambell Lodge. The number provided is no longer in service. * CGS conducted numerous searches in the Internet and GSA e-Library, no matches were found as per request. 5) A Description of the Market survey conducted and the results. There is not a pool of professional lodging service; there is even a limited pool of community services available in the city of Gambell, Alaska. Market surveys were conducted at this time, strictly for long stay lodging services identification work. Sivuqaq Incorporated is the former expert on providing this service in this remote location. In addition, their familiarity with the Marine Mammals Management team makes them uniquely qualified to meet the needs and services being requested for this project. Sivuqaq willingness to accommodate Marine Mammals personnel way below the per diem lodging rate was also considered in the decision to have them conduct this work.
