Description
This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The government intends to solicit a proposal and enter into a contract with KEEN, RICHARD A 34296 GAP RD, GOLDEN, CO 80403-8632, a small business to provide a climate change analysis for the Central Alaska Network (CAKN) area of parks at Denali National Park, AK 99755. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received prior to the close date of this announcement. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirement. A solicitation is not available. JUSTIFICATION FOR OTHER THAN FULL AND OPENCOMPETITION (or SOLE SOURCE) BACKGROUND: In 2004, the NPS Central Alaska Inventory and Monitoring Network (CAKN) contracted with Dr. Richard Keen to complete a climate data analysis for the network (P9836040056). The analysis and report were completed and received by the NPS. It has been five years since the last update and the CAKN network would now like to contract with Dr. Keen to update the analysis and also include new data from climate stations deployed in the parks since 2004. 1) FAR Statutory Authority cited: 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements: Per FAR 6.302-1(a)(2)(ii) Dr. Richard A. Keen, 34296 Gap Road Golden, CO 80400 is the only available source able to complete this work because if another vendor was awarded this contract there would be a substantial duplication of cost to the Government that is not expected to be recovered through competition. To ensure consistency and continuity, and given that the inventory of weather stations and original analysis was completed by Dr. Keen, it is in the best interest of the government to award a follow-on contract to complete this analysis update. 2) Nature and description of the supplies or services required to meet the agency's needs: Update on analysis of long-term station data, including the correlations with large-scale atmospheric and oceanic climate patterns and indices, and an analysis of five years of data (2004-2009) from 16 new CAKN climate stations, including an analysis of paired high and low elevation stations. 3) A demonstration that the proposed contractor is the only source available to provide these services or goods (i.e. unique qualifications, proprietary rights, etc.): CAKN is interested in getting an update of the analysis Dr. Keen originally completed. Dr. Keen has all of the data and files to do an update and would be able to perform the requested update with no additional cost for evaluating the work that has been done. The delivery schedule will provide CAKN managers with the information they need in less than a year, other contractors would most likely need longer to review the preliminary work done by Dr. Keen in order to begin the analysis. 4) A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: Due to the facts stated above a market survey is not required. 5) Any other facts supporting the use of other than full and open competition: A contract with Dr. Keen was initiated 2004(P9836040056). This is in support of the CAKN climate program initiated in 2002 as part of the NPS Inventory and Monitoring Program. The objectives of the CAKN climate monitoring program are to monitor and record weather conditions at representative locations in order to quantify one of the drivers in Alaskan ecosystems, identify long and short-term trends, provide reliable climate data to other researchers, and to participate in larger scale climate monitoring and modeling efforts. 6) A statement of the actions, if any, the agency may take to remove or overcome any barriers for competition before any subsequent acquisition for the supplies or services required: N/A Prepared by:ApprovedRequestor Name: Pam SousanesName: Joy C.
