- NASA/NSSC has a requirement for a course entitled Space Systems EngineeringDevelopment Program (SSEDP) Knowledge Sharing Event/Book Club/Mentoring/Course. Theobjective of the training is develop a pool of talented and capable systems engineers atJohnson Space Center. This program will integrate technical and leadership assessments,individual development planning, developmental work assignments, mentoring, knowledgesharing, and curriculum. The contractor shall have previously demonstrated a substantialknowledge of NASA space system engineering practices. The first session in May 2010 (10hours) shall be a panel discussion focusing on Systems Engineering for Unplanned Eventsincluding inevitable changes, accommodating changes, political systems engineeringconsiderations, systems engineering replanning required for the change in theConstellation Program.The second portion shall include in person mentoring to 2participants, 1-2 hours per month for a 24-month period (110 hours in 24 months). Contractor shall lead a book club discussion on the book Digital Apollo (Mindell). There are to be assigned readings and discussions and a one day discussion at NASA JSCover one day period (20 hours total work time). The contractor shall teach a course TheArt and Science of Systems Engineering based on the white paper The Art of SystemsEngineering by John Muratore as well as the monograph titled The Art and Science ofSystems Engineering by Ryschkewitsch, Schaible, and Larson (10 hours). This trainingwill provide learners with a specialized training with focus on applicability to NASA. The vendor shall be responsible for providing all training materials. The vendor shallprovide training starting May 2010 to be completed by December 2012. Training shall beheld at NASAs Johnson Space Flight Center.NASA/NSSC intends to purchase the training course from University of Tennessee SpaceInstitute, 411 B. H. Goethert Parkways, Tullahoma, TN 37388. Pursuant to FAR 13.106, theacquisition of these services has been determined to be reasonably available from onlyone source. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 4, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit a capability statement, proposal, or quotation, whichshall be considered by the agency.Capabilities and qualifications should be submitted to Megan Willis atMegan.M.Willis@nasa.gov.An Ombudsman has been appointed.
