- The Uniformed Services University of the Health Sciences (USUHS), located on the National Naval Medical Campus (NNMC) in Bethesda, MD, intends to negotiate on a sole source basis with Harlan Laboratories, Inc. for the following quantities of mice and requested delivery dates: •170 male mice (approximately 7-8 weeks old)Estimated Delivery Date - May 18, 2010 •250 male mice (approximately 7-8 weeks old)Estimated Delivery Date - June 8, 2010 •250 male mice (approximately 7-8 weeks old)Estimated Delivery Date - June 15, 2010 •250 male mice (approximately 7-8 weeks old)Estimated Delivery Date - July 6, 2010 •280 male mice (approximately 7-8 weeks old)Estimated Delivery Date - July 13, 2010 •250 male mice (approximately 7-8 weeks old)Estimated Delivery Date - July 27, 2010 •250 male mice (approximately 7-8 weeks old)Estimated Delivery Date - August 17, 2010 Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source f the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Harlan Laboratories, Inc. is the sole source provider of this specific genetic strain (CD2F1) of male mice with the same intestinal bacterial microflora as those CD2F1 mice already in use for biomedical research. The intestinal microflora of the requested animals must be similar to that of the intestinal bacterial microflora of mice already used in the research effort. The purchase of these mice will allow for the continuation of biomedical research with this animal strain. The data derived from the use of these mice will be compared to similar and relevant data collected over 25 years. For example, response to radiation, bacterial challenge, and treatment for radiation protection are known and are all linked to the specific genotype of the animal. Responses to the CD2F1 strain of mice, from Harlan Laboratories, Inc., have already been established. Continued research with the CD2F1 mice will allow a strict biological and statistical comparison between the data collected with the use of these requested animals to that from previous research with CD2F1 mice from Harlan. This is not a request for quotes and a solicitation package will not be issued. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be submitted electronically, via email, to Pierre.Smith.CTR@usuhs.mil by 5:00 PM (EST) on April 27, 2010. The first delivery is scheduled for May 18, 2010.
