Description
The Office of Naval Research intends to award a cost plus fixed fee, sole source contract under the authority of FAR 6.302 on or about 1 July 2010, for a 33 month base period with 2 one year option periods to Systems Planning and Analysis Incorporated, Arlington, Virginia. This is not a solicitation as the award is an intended sole source; however, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by ONR. The prospective contractor, Systems Planning and Analysis Inc. (SPA Inc.) shall provide The Office of Naval Research (ONR) Code 32 with technical engineering, research, specifications for vehicle development, trade off-studies using N81 OPNAV approved scenario models that include unmanned undersea vehicles (UUV) and specific simulations and integration scenarios using UUV’s for the Persistent Littoral Undersea Surveillance (PLUS) program. ONR also requires new model code developments to include acoustic and non-acoustic detection technologies and signal processing in high level technical simulation modeling. Expert interpretations of model results are required and the results will need to be converted to time tables and field trials of real technologies into fleet experiments. The work will be performed both onsite and offsite. A Secret and Top Secret/SCI level clearance. SPA Inc has been selected for this sole source award because they are the only firm that posses an in-depth understanding and the capability to program new applications and modules in the General Campaign Analysis Model (GCAM), which was developed by the firm. The Government requires specific reprogramming of GCAM to include UUV elements. No other firm has programmed GCAM and customized code to represent PLUS UUV technologies. SPA developed GCAM for using PLUS-specific representations in the General Campaign Analysis Model (GCAM) and has an in-depth understanding of GCAM and the ability to execute the operational aspects of the experiment.
