- Description
- The Defense Energy Support Center (DESC) desires to explore technology for converting waste to liquid fuels at forward operating bases. DESC seeks to evaluate a pilot scale mobile unit which has the capability to convert waste into liquid transportation fuels. The unit, technology process and system inputs and outputs will be evaluated in terms of suitability for use at forward operating bases and the potential for larger scale commercialization. The fuel produced shall be able to be used as a “stand alone” drop-in replacement fuel and not require blending, refining or additization. Additionally, the fuel produced shall meet the specification property requirements of diesel (ASTM D 975), aviation (ASTM D 1655) or aviation gasoline (ASTM D 910) specifications A pre-proposal conference will be held at Fort Belvoir, VA 10 working days after the issuance of the solicitation. The solicitation will be made available on the Federal Business Opportunities (FBO) website at http://www.fbo.gov on or about April 30, 2010 (target date). Notification of any changes to this solicitation will be made only on the FBO website. This acquisition will be solicited on an unrestricted basis, utilizing full and open competition procedures. Best Value Source Selection Procedures will be used in making the award decision. The Government contemplates award of a cost contract, cost-sharing contract, or cost-plus-fixed-fee contract resulting from this solicitation.
