- This is a not a request for proposals it is a Notice of Intent to award a sole source purchase order to the University of Bergen, Christiesgt 18, N-5020 Bergen, Norway by the National Institutes of Health Department of Bioethics at the Clinical Center in Bethesda, Maryland June 2010 to June 2011 to provide the following services in the area of Ethics in Regulatory Aspects of Clinical Research in Developing Countries and in countries with emerging clinical research development. The contractor shall provide the liaison services between the Department of Bioethics and the various countries in which the courses are taught, coordinate transportation and accommodations of workshop participants and guest speakers, manage logistics and administrative paperwork (copying) provide translators, finalize distribution of materials and expense distribution of honorarium to the invited case presenters and lecturers, and close out the onsite activities. The Department of Bioethics at the Clinical Center engages in research related to the ethics of human subject research, as well as the ethics of clinical practice. An expanding area of interest to the Department’s research foci is the Ethics and Regulatory Aspects of Clinical Research in Developing Countries and in countries with emerging clinical research development. In collaboration with the National Institute of Allergies and Infectious Disease, have developed and offer a course to (IRB) Institutional Review Board members and researchers in international settings. Many of the guest speakers as well as workshop participants are from Jakarta, Indonesia, Manila, Philippines, and Bangkok, Thailand. The University of Bergen is well situated to provide these conference/workshop services and is an appropriate international facilitator for these projects. This sole source award is in accordance with FAR Part 13.5. FAR Part 6 does not apply to this acquisition. The Government believes that the University of Bergen is uniquely qualified to provide these services. Interested persons may identify their interest and capability to respond to this requirement by no later than 2:00pm eastern standard time May 4, 2010. Your response should be submitted to Jearnean Jackson (jjackson@cc.nih.gov). All responses received within 15 days of the publication of this synopsis will be considered by the Government. A determination by the Government to compete this proposed order based upon response to this notice is solely within the discretion of the Government.
