Description
Strategic Systems Programs (SSP) intends to contract with EMCUBE, Inc. of Alexandria, VA to provide support to the Common Missile Compartment Development and Systems Engineering for Weapons Systems Sustainment. Major tasks include performance of and support to design trade studies focused on system optimization, considering support equipment needs and potential locations, environmental concerns and unique US or UK requirements; Support to development of workbooks pertaining to design implementation; Support to interface coordination, identifying issues and proposing approaches to resolution; Application of expertise in Weapons System design and safety to anticipate, identify and expeditiously resolve potential safety issues and participate in Special Safety Studies related to new platform development; and Identification of and support to special trade studies. The Contractor shall resolve programmatic and/or engineering issues arising in the conduct of operational programs, during the development of advanced weapons systems planning that includes modifications to existing systems, new applications for existing systems, and new and/or emerging weapon systems. The Contractor shall support Weapons System coordination and system engineering efforts, assist in preparations for Weapons System program reviews, develop program plans and related documents to support the acquisition process, provide technical support and assessments, and support analyses of alternatives. The Contractor shall also support working groups, assist in coordinating program schedules, assist in coordinating GFE/GFI requirements and support other ongoing programmatic and technical activities. The Contractor shall identify and resolve safety and surety issues arising in the conduct of operational programs, during the development, advanced weapons systems planning including modifications to existing systems, new or emerging systems, or new applications for existing systems. The Contractor shall also assist in assessing systems safety issues, support and participate in Operational Safety Reviews, evaluate Special Weapons tests and assess and provide recommendations related to nuclear warhead surety. The contract performance will be 01 October 2009 to 30 September 2010. Award will be made using other that full and open competition to EMCUBE, Inc., the only known source with unique facilities and personnel expertise required for this program.
