Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of Section 4202 of the Clinger-Cohen Act of 1996 and FAR Subpart 13.5 Test program for Certain Commercial Items with Lockheed Martin Aeronautical Systems Support Company, Marietta, GA to assess the NOAA fleet of three WP-3D aircraft in order to manage the fleet into the future. The purpose of this assessment would be to accurately define the service life remaining on its WP-3D aircraft; and to define actions necessary to sustain the aircraft, such as inspections and/or other maintenance, modification, or operational actions and identify the corresponding time frame/flight hours associated with each option. NOAA recognizes that critical portions of the data required for a complete Service Life Assessment Program (SLAP) of the P-3 airframe are Lockheed Martin proprietary data. This unpublished and unreleased data has been developed at Lockheed Martin's expense over the years during the development of numerous military and commercial aircraft and was used during the development of the P-3. Some of this data includes but is not limited to: structural analysis methods documented in Stress Memo Notes (SMN's), historical material property test data used in the SMN's, P-3 aerodynamic and flutter models, analysis software such as the SPOT skin panel buckling analysis program, original loads and stress analysis reports developed during the commercial L-188 Electra aircraft from which the P-3 was derived, airframe internal loads derived from proprietary unit beam methodology, and manufacturing material and process specifications. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the assessment of the WP-3D aircraft to accurately define the service life remaining on the NOAA WP-3D aircraft may submit substantiating documentation in writing within ten days after publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Acquisition Division-Kansas City Office requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
