- The Federal Bureau of Prisons, Central Office Business Office intends to issue solicitation RFQP0700COBO1000010, for a firm fixed price (based on session rate) Requirements Contract for a Statistician to perform services for the Central Office, Information, Policy and Public Affairs Division, Office of Research and Evaluation located at 320 1st Street, NW, Washington, DC. The Contractor will be located within a reasonable commuting distance from the Central Office, HOLC Building. The North American Industry Classification System (NAICS) Code is 541690 (Size Standard: $7.0 Million). Contractor will assist BOP staff with the development and implementation of multilevel statistical models. Such models will provide a more advanced understanding of the performance and operations at federal prisons and will enhance senior BOP management decision making regarding personnel and other resource needs in support of prison operations. Qualified parties will demonstrate professional with extensive experience in social science research methods, and statistics or mathematics. Services will include consultation regarding development of advanced statistical models for several different applications. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database under NAICS Code 541690 and Online Representations and Certifications Application (ORCA). The contract period shall consist of a base period beginning on the date of contract award and running through September 30, 2010 followed by four (4) twelve month option periods. The contractor will work a maximum of 30 sessions (hours) per week per contract period. The solicitation will be available on or about May 17, 2010 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations will be on or about June 4, 2010. This date is subject to change depending on the actual release date of the solicitation. Interested parties should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. The anticipated effective date of award is July 1,2010. Faith-Based and Community-Based Organizations can submit quotations equally with other organizations for contracts for which they are eligible. This solicitation is 100% set-aside for small business concerns. All responsible small business concerns are encouraged to submit a quotation which may be considered.
