- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage serves as alternate if the FBO website is unavailable. This requirement is for the development, two first articles, and manufacturing of omni-directional, tri-band antennas in support of Counter Radio Controlled improvised device Vehicle Receiver/jammer (CVRJ) program. A/N VLQ-13 (V) is a fixed site communications set and the antennas are a major subset of this system. The contractor shall provide labor and material (engineering design, fabrication, first article acceptance tests, preservation and packaging) required for this effort. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity contract (minimum quantity of 165 items and 225 as a maximum in the first year). The contract will cover a (3) three-year period of production of the omni-directional, tri-band antennas. The Government intends to award to the responsible contractor on the basis of best value (lowest price, technically acceptable) considering technical (including product sample), past performance, and price related factors. First articles will be required for testing upon award. To be eligible for award, contractors must be registered in the Central Contractor Registry (CCR). Inspection and acceptance will be at source by the cognizant DCMA. Delivery is required FOB Destination. The specifications contain information that has been designated as Militarily Critical Technical Data. Prospective contractors must be certified under the Joint Certification Program (JCP) in an active status and must posses a minimum of a secret facilities clearance in order to receive the technical package. To have adequate time to propose, the prospective contractor must request the technical data/specification no later than two weeks after the solicitation is available. The solicitation will be available on or about May 20, 2010 at FedBizOpps located at http://www.fbo.gov and at NECO located at https://www.neco.navy.mil/. No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps and/or NECO for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane. The POC is Ms. Nicole Napier-Kurdelski, Tel: (812)854-5004 or email r.napier@navy.mil. Reference the above solicitation number when responding to this notice. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps and NECO. It is the responsibility of interested vendors to monitor FedBizOpps and NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
