Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A QUOTE OR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTE/PROPOSALS WILL NOT BE REQUESTED. The National Institutes of Health, Office Research Services (ORS) and Office of Research Facilities (ORF) intends to negoiate and award a pruchase order on a noncompetitve basis to History Associates Incorporated, 300 N Stonestreet Avenue, Rockville, Maryland 20850. This requirement will provide records management, assisting ORS and ORF in a two-phase project. The incumbent will identify the as-is state of records practices by conducting a records survey that will identify paper and electronic records and describe current record keeping activities. This information will then be used to prepare a file plan and report of findings with recommendations. Based on the results of the survey, the incumbent will present targeted records management training sessions to ORS and ORS staff. A sole source determination has been made based on the following factors, History associates has a staff that is very acclimated to the needs of their NIH customers and have been doing business at NIH for years. They uphold the professional standards that records management programs require. History Associates brings a unique perspective to records work and have an understanding of the value of and need for comprehensive achives and records managment sytems. In addition, History Associates staff has extensive experience working with voluminous groups of records. History Associates keeps projects on schedule and on target by developing project timelines that are detailed enough to allow accountability but flexible enough to allow for unforeseen circumstances and scheduling difficulties. The North American Industry Classification (NAICS) Code is 541611 and the size standard is $7.0M. The acquisition is being conducted under FAR Part 13 Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. This notice of intent is not a request for competitive quotes or proposals. Interested parties may identify their interest and capabilities in response to this synopsis for consideration in any future requirements. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
