Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Space and Missile Defense Command/Army Forces Strategic Command intends to negotiate and award, on a sole source basis, a modification to increase the ceiling of current contract W9113M-07-C-0161 with FLIR Systems, Inc, Wilsonville, Oregon. This action is pursuant to 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirement. This action is to require the original equipment manufacturer (OEM) of the Ranger III XR+ sensors to repair thirty of these sensors owned by the U.S. Government. The repair services are deemed available only from FLIR Systems Inc, (FLIR). FLIR maintains exclusive control over proprietary data related to the Ranger III XR+. Award to any source other than FLIR Systems, Inc would result in unacceptable delays and substantial cost that are considered to be well beyond any cost savings that might be achieved through competition. This action will be awarded via a modification to the existing contract. Under the authority of FAR 6.302-1, this action is directed towards FLIR Systems, Inc. This notice of intent/synopsis is being issued for information purposes only and it is not a request for competitive proposals. Solicitation documents are not available. All responses and/or inquiries should be directed to Elbert Clarke at elbert.clarke@smdc.army.mil and must be received within fifteen (15) days from publication of this synopsis. No telephone inquires will be accepted.
