- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Center for Nanoscale Science and Technology (CNSTN), intends to negotiate with COMSOL, Inc.; Burlington, MA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to provide additional licenses for COMSOL Multiphysics and related modules for use with COMSOL Multiphysics platforms. The COMSOL Multiphysics and Multiphysics add-on modules have been in use at NIST since 2003. It would be prohibitively expensive to replace this software with software of a comparable nature. This purchase will increase the number of licenses for the COMSOL Multiphysics and the RF Module, and add two additional modules, which can only be used with COMSOL Multiphysics software. These additional licenses will serve to support the increasing user base of the product at NIST. Based on recent market research, COMSOL is the manufacturer and sole provider of the COMSOL Multiphysics software, as well as any modules or attachments to the software. NIST is not aware of any other vendor authorized to provide licenses for the subject COMSOL software applications. The following is a description of the items required: COMSOL Multiphysics for All Platforms, Floating Network License for one (1) concurrent user Qty:1 ; Unit: Each Chemical Engineering Module for use with COMSOL Multiphysics for All Platforms, Floating Network License for one (1) concurrent user. Qty: 1 ; Unit: Each RF Module for use with COMSOL Multiphysics for All Platforms, Floating Network License for one (1) concurrent user. Qty: 1 ; Unit: Each Optimization Lab for use with COMSOL Multiphysics for All Platforms, Floating Network License for one (1) concurrent user. Qty: 1 ; Unit: Each The associated NAICS Code is 511210 with a Size Standard of $25.0 million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to COMSOL, Inc. for this requirement. The following standards of Section 508 of the Rehabilitation Act of 1973 apply to this acquisition: 1194.31 1194.41 1194.41 Interested parties that believe they could satisfy the requirements listed above for NIST and are authorized by COMSOL, Inc. to provide these services may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
