Description
The Air Force is currently conducting a feasibility study evaluating options to upgrade the C-5 antiskid system. The C‑5 Galaxy heavy cargo transport aircraft, built by Lockheed, entered operational service in 1970 and has a projected service life beyond 2040. The C-5 fleet consists of four models of aircraft (59) C-5A’s, (46) C-5B’s, (2) C-5C’s and (3) C-5 M’s. The antiskid system has known, long-standing deficiencies which affect both maintenance and flight operations. During flight-testing of the recent wheel and brake system upgrade, several of these known deficiencies were witnessed. It is for this reason the Air Force is assessing the feasibility of upgrading the antiskid system. The feasibility phase is scheduled for completion in September of 2010 and based on results of this study, the Air Force will decide whether to upgrade the entire system, replace individual components, or continue with the existing system. The decision to pursue this upgrade will be based on the ability of a new system or components to solve the known deficiencies and the estimated cost to develop and implement. If the Air Force elects to pursue development of an upgraded system or components, Request for Proposal (RFP) preparations would begin in early 2011. The retrofit may be performed on a forced attrition basis over a two-year period following certification of the new system/components. The planned upgrade will apply to all C-5 models. It is requested that all RFI responses are due no later than 28 May 2010. All requests for the RFI package shall be made to the Primary Point of Contact provided. In developing your response, you are reminded that the Government does not intend to award a contract on the basis of this RFI or pay for the information requested. This is not a request for proposal or an invitation for bid. The government assumes no responsibility for costs incurred by the contractor in responding to this RFI. These costs remain solely the responsibility of the responding contractor and response is voluntary.
