Description
Attached is the full version of the RFI Security Cooperation Enterprise Solution Request For Information This is not a request for proposal, request for quotation, or an invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach. All information received from this RFI will be used for planning and Market Research purposes only. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the outcome of the information received. For this RFI, the Government seeks a demonstration of innovative, state-of-the-art technology solutions to address the current deficiencies in the aggregation, integration, accessibility and usability of financial, logistics and acquisition data for FMS cases. Specifically, the Government is interested in the following four (4) capabilities: Capability 1: Integrate Systems through Data Exchange or Other Methods of Data Exposure Enable systems to exchange data with one another via data messaging for effective and timely decision making in DoD. To meet this need, DSCA needs the capability to integrate systems across the Enterprise by way of a standards based data messages schema. These data exchange messaging patterns would be discoverable and potentially reusable. The capability to Integrate Systems through Data Exchange includes the capabilities to allow communication between disparate systems through the interchange of data. Capability 2: Integrate Data Through Aggregation of Multiple Data Sources Integrate data from multiple sources across DoD into a coherent aggregation to support online analytic processing requirements. Capability 3: Govern Data Integration/ Data Aggregation Allow for the creation or leveraging of rules/processes/procedures that will govern how the data exchange messaging pattern, data aggregation pattern, and performance metrics for monitoring will be created. Capability 4: Manage Data Integration Allow for the observatory behavior of watching and auditing every single transaction, translation, transformation, message, or exchange that takes place between "N" number of systems. This includes sending out notifications when pre-defined data integration service performance metrics are violated. This capability also oversees the over and under-utilization of infrastructure services in addition allowing the Administrator to request for help in resolving infrastructure related performance anomalies or simply producing an Event Summary Report of known performance anomalies. This capability includes the ability to operationally manage the activities occurring at the data service layer. For example, the ability to stop/start a particular activity or even the ability to add infrastructure resources to the operating environment in order to address the real time demands being made on it. Small Business Concerns: This Sources Sought Synopsis is also interested in outreaching to small business and gauging small business capabilities. As such, small businesses are highly encouraged to respond. Small business responses will be used to assist the agency in performing market research to determine whether or not there are two or more qualified and capable Small Businesses to provide the aforementioned service.
