- This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is attached. This solicitation RFQ-VA798-10-RQ-0028 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-39. No telephone requests will be accepted. Only written requests received directly from the requester are acceptable for additional information. If requesting by FAX, you may send your request to 202-495-6974, ATTN: Laura N. Charles. The North American Industry Classification System (NAICS) number is 561492 and the business size standard is $7.0M. REQUESTERS MUST STATE THEIR BUSINESS SIZE ON EACH REQUEST. Service disabled veterans owned small business are encouraged to submit offers. This requirement is set aside for 100% small business. This requirement is for Court Reporting/Transcription Services for the Office of Resolution Management (ORM) in various locations. Please review attached SF 1449, Solicitation and PWS for more detail description for this requirement. FOB destination for the period of performance as stated in the attached SF 1449, Solicitation to various VA locations and regions as stated in the attached SF 1449. Offerors must comply with all instructions contained in provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The following additional provisions and clauses apply: 52.212-2, Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical approach; 2) Veterans Status, 3) Past Performance; and 4) Price. Technical approach and veterans status are more important than past performance. Technical factors (technical approach and veterans status) combined with past performance are significantly more important than price. Sub factors listed within each Evaluation Factor are of equal importance. Technically acceptable will be evaluated based upon contractor knowledge and understanding of the Government requirement as stated in the performance work statement (PWS). Offerors shall address the factors and all sub-factors in the solicitation. Offerors shall submit a copy of their GSA/FSS schedule contract. Veterans Status - contractors will be given extra evaluation credit for being a service disabled veteran-owned small business (SDVOSB) or veteran-owned small business (VOSB). Offerors shall register their business in the VA's Vendor Information Page and be certified as a SDVOSB or VOSB under Public Law 109-461. Past performance is considered more important than price. Past performance will be evaluated to ensure satisfactory business practices for the same or similar services. Price will be considered as the least important factor.
