- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-39 and DCN 20100408 (Amended) Edition. This announcement constitutes the Request for Proposal (RFP) for the required item under RFP N40192-10-R-9003 Maintenance, Repair and Replacement services for Emergency Generation Systems for DECA Commissaries and warehouses in various U. S. Military Facilities. THIS NOTICE CONSTITUTES THE ONLY SOLICITATION. This request for proposal is 100% HUBZone set-aside. Only offers received from HUBZone small business concerns shall be considered. The North American Industry Classification System (NAICS) code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The size standard is $5 million dollars. This solicitation is for a combination Firm Fixed Price / Indefinite Delivery Indefinite Quantity performance-based, service contract, consisting of one (1) base year (12 months) and four (4) option years, each for 12 months long. The outcomes to be achieved shall include, but are not limited to, the identification, planning, scheduling, status reporting, and analysis of emergency generation systems operations, maintenance and repair. Services shall be provided on emergency generator units and system, including diesel engine and generators from 400 KW to 1000 KW, battery starting system, battery charger, starter motor, cooling system, automatic transfer switch, control panel, circuit breaker (main generator), exhaust system and diesel fuel tanks. Mailed, delivered or faxed proposals with the required information for this solicitation, as stated in the attachment, must be received at this office by the closing date and time above. Site visit is scheduled for 0830 HRS on Monday, 17MAY2010 at NAVFAC Marianas Building 102.
