- The Department of Commerce, The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106- 1(b)(1) with Picarro, Inc., for Isotopic Carbon Dioxide Analyzer. *****Sole source determination is based on the fact that the instrument is based on the Wavelength Scanned Cavity Ring-Down, and monitors and analysis 12c and 13c carbon dioxide simultaneously, and water. It meets or exceeds all of the specifications listed below: 1)Must determine atmospheric level concentration of 12C carbon dioxide (380 ppm to 390 ppm) with a repeatability of signal over a 5 minute averaging period of <100 ppbv (one sigma). An uncertainty of <50 ppbv is desired. 2)Must determine atmospheric level concentration of 13C carbon dioxide (4 ppm) with a repeatability of signal over a 5 minute averaging period of <100 ppbv (one sigma). An uncertainty of <50 ppbv is desired. 3)13C Delta must be provided as a measurement option. Repeatability of Delta must be < 0.3 0/00 4)Must measure and correct for humidity of the sample gas 5)Operating range: 0 to 2000 ppmv Carbon dioxide 6)Single measurement interval : < 15 seconds 7)Required Sample Flow Rate: < 200 sccm 8)Sample Pressure: 760 torr (atmospheric pressure) 9)Required operating conditions: normal laboratory conditions 10)Require self contained unit, includes sample pump 11)Must be able to communicate with an external computer through RS232 or USB, and provide 12C and 13C carbon dioxide concentrations, water concentration, and delta when queried. Averaging selectable from raw output to 5 minutes. 12)Power requirements: 90-120 VAC, 50/60 Hz ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor’s commercial schedule. *** *** As defined in the Federal Acquisition Regulation, (FAR), FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all line items to NIST, Gaithersburg, Maryland, 20899-0001. *** *****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees. ******A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by May 12, 2010 will be considered by the Government.
