Description
The VA Medical Center in Coatesville, PA is seeking professional A/E services for the complete working drawings, cost estimate, technical reports, specifications and construction period services for the installation of an Emergency Power Generator System. The Project No. 542-11-104. The AE shall review the program materials furnished by the VA and all prior submissions to ascertain the requirements of the phases of the work and shall prepare Design Development Documents of the highest professional quality within the firms capability illustrating the scale and relationship of project components for review and approval by VA. The consultant shall provide all architectural and engineering services as defined to accomplish complete contract drawings, specifications, technical reports, and cost estimates for the following work:Total Campus Generator System: The purpose of this project is to supply the entire campus at the Coatesville VA Medical Center with an Emergency Power Generator System. The proposed initiative involves the installation of a newly engineered and installed generator pack system to accommodate the entire electrical system for the entire campus. The design shall include but not be limited to site work, diesel engine generator sets, transfer switches, and electrical hookups to the existing equipment at the main power sub-station Building #74. The A/E shall be responsible for applicable load testing and sizing of new equipment; providing testing data, as well as determining if the generators installed will need load bank systems incorporated to maintain workable loads during low power use times. The Generator Packs should have a canopy roof system with the exhaust vent above the roof. The A/E also will be responsible for preparing and submitting to the Pennsylvania Department of Environmental Protection a Request for Determination of Changes of Minor Significance and Exemption from Plan Approval/Operating Permit utilizing form 2700-PM-AQ0017. The Departments review of this form will determine if the facility needs to obtain a permit to construct in accordance with PA air regulations. If it is determined there is a need for a permit to construct, the A/E will also be responsible for completing the required permit application. This project shall include all necessary demolition, mechanical, electrical modifications for a complete and functional system. A/E services to include: site investigation and design development; working drawings & specifications; drawings and specifications; cost estimates; construction period services; site visits; and IH services. A/E will provide 50% design submission, 90% design submission, and final submission. The work shall meet all applicable VA design criteria and construction standards. The estimated construction budget is between $1,000,000 and $5,000,000. The area of consideration for this acquisition is restricted to firms within 150 mile radius of the VA Medical Center in Coatesville. Interested firms must submit two (2) copies of SF330 with appropriate documentation to Contracting Officer 542/90C, VAMC, 1400 Blackhorse Hill Road, Coatesville, PA 19320 by close of business, June 1, 2010. NAICS 541330 applies. This is not a request for proposals. This procurement is set aside 100% for Service Disabled Veteran Owned Small Business. All interested firms must be registered in VetBiz.gov.
