Description
Solicitation On behalf of the The Bureau of Engraving and Printing (BEP), the Bureau of the Public Debt, intends to issue a solicitation for the purchase of fine business paper with the Department of Homeland Security (DHS) security watermark which will be used to produce DHS, USCIS Form 1797C. This paper will be established as stock item # IFB03523 in accordance with BEP Specification No. P:FBW-1A. Interested vendors will be required to meet Security, Transportation, and Accountability Specifications that are included in the solicitation. A unrestricted full and open competitive solicitation is planned. The applicable NAICS code is 322121 and the associated small business size standard is 750 employees. The contract type will be Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) contract. The period of performance will be for one (1) twelve (12) month base period and four (4) twelve (12) month option years. Delivery terms for fine business paper are F.O.B. Destination to the Bureau of Engraving and Printing, D Street between 13th and 14th Streets, S.W., Washington, D.C. 20228. An estimated minimum/maximum requirements is 967,500/2,505,000. The estimated quantities are 1,380,000sheets for each year. Estimated quantities per delivery is 345,000 sheets = 46 skids of 7,500 sheets each for the base year and each option year period. The estimated number of deliveries per year is 4. Delivery lead time is 30 days. Offerors will be required to submit one 7,500-sheet material sample consisting of fine business paper having a generic watermark to the BEP. Offerors who currently have the ability to produce paper with the DHS security watermark that meets the specification requirements, this paper may be submitted as their material sample. The material samples submitted to the BEP will be manufactured at the same facility, with the same raw materials, equipment, and processes from which these products will be manufactured if the offeror is awarded the contract. The selection decision will be based on overall best value to the BEP, price and non-price factors considered. This procurement will be negotiated and awarded according to the procedures set forth in FAR parts 12 and 15. The solicitation will be posted on www.fbo.gov, the Federal Business Opportunities website.
