- Statement of Requirements This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for Purchase Request FA4800-10-JS-0005. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. The associated NAICS code is 541511 with a $25,000,000.00 size standard. This RFQ contains 1 line item. The line item description is as follows: CLIN 0001: Gartner IT Leaders (GTIL) and Gartner for IT Executives - "CIO Signature" Service. End Item Description. This Requirement is Brand Name or Equal. See attached Statement of Requirements for necessary Salient Characteristics. FOB point is Destination. The required delivery date is 30 days after Receipt of Award. PROVISIONS/CLAUSES. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. FAR 52.212-3 applies to this acquisition, requiring all offers to be registered in ORCA.bpn.gov, or to fill out the clause in its entirety. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following DFARS clauses cited are applicable to this solicitation: Central Contractor Registration, 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports, 252.243-7001 Pricing of Contract Modifications, 252.246-7000 Material Inspection and Receiving Report. Award will be made to the responsible offeror whose quote/offer is the lowest price, technically acceptable.
