Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Papahanaumokueka National Marine Monument located in Honolulu, HI on a sole source basis with University of Miami. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. This notice represents the only official notice. The proposed project will conduct formal sampling design assessments on key species of reef fish and corals to provide a basis for management of the multi-species reef community in the Northwestern Hawaiian Islands, their essential habitats and activities and biophysical processes that affect them. This project is consistent with NOAA's mission goal to protect and manage use of ocean resources and rebuild and maintain sustainable fisheries, this is a continuation of previous year's effort on this project with Fisheries Ecosystem Modeling and Assessment Research (FEMAR) group at the University of Miami, Rosenthal School of Marine and Atmospheric Science (RSMAS). This contract will provide for continued analysis of the monitoring data collected in FY07 and FY09, and based on comparison with previous surveys will continue to develop appropriate survey methodologies for Northwestern Hawaiian Islands. The Government intends to negotiate a firm fixed price contract with the period of performance of twelve months commencing approximately from date of award. The NAICS code for this procurement is 541690 with a corresponding size standard of $7.0M. This notice of intent is not a request for competitive proposals; however, all submittals received by the due set forth in this notice will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only University of Miami can provide these services. However, other potential sources with required capabilities to provide these services may submit such data which demonstrates the technical requirements stated above no later than 10 calendar days from the date of the posting of this announcement. This data must include sufficient information to allow NOAA to evaluate the proposal relative to the technical requirements stated above. This is a simplified acquisition estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
