- FISC Norfolk Detachment Philadelphia intends to procure the services of an artist to paint the official portrait for the Chief of Naval Operations, Pentagon, Washington, DC. This combination synopsis/solicitation for commercial item prepared in accordance with Simplified Acquisition Procedures. This announcement constitutes the only solicitation; proposals are being requested and a further written solicitation will not be issued. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be access in full text at current through FAC 97-01 or DFARS these addresses: www.arnet.gov/far and www.dtic.mil/dfars. The NAICS Code is 711510.SUPPLIES/SERVICES: CLIN 0001: Professional Portrait Sitting (maximum of two sittings) to include an initial sitting over the course of a day, a second sitting if needed, all labor, travel and lodging costs; CLIN 0002 includes Portrait Length, Oil, Framing, Crating & Shipping. Price for CLIN 0002 includes attendance at the portrait dedication and all labor, shipping and supplies, and travel and lodging costs associated with the dedication ceremony tentatively scheduled for September 2011. CLIN 0001, initial sitting, must be completed by September 1, 2010, and CLIN 0002 must be delivered by August 31, 2011. Award will be based on price and experience/availability which is more important than price. For experience, the artist must have painted an oil Military official portrait within the past 10 years, which is currently on display. For availability, the artist must be able to conduct the initial sitting no later than September 1, 2010, either in the Washington, DC metro area or at an artist's studio within two hours driving distance of the Washington, DC metro area, with the second sitting to be scheduled with the office of the Chief of Naval Operations, if needed. The provision at 52.212-1, Instructions to Offerors Commercial Items is applicable to this procurement.
