Description
The Centers for Disease Control and Prevention, Division of Reproductive Health, intends to issue a sole source purchase order to Guttmacher Institute, Inc., the only organization with the existing policy data sources; experience monitoring changes on a timely basis in a wide range of reproductive health laws and policies (especially those affecting teen and unintended pregnancy and access to family planning services) in all 50 states; and with unique and already-developed analytic methodologies to analyze policies on a comprehensive range of reproductive health issues. The institute has systematically tracked state level policies on a comprehensive range of reproductive health issues since 1972. The contractor shall provide all labor, materials, supplies, and equipment necessary to collect and deliver the data sources. This acquisition is being procured applying Simplified Acquisition Procedures, in accordance with Federal Acquisition Regulations (FAR) Part 13.106-1(b). The circumstances of the contract action deem only one source reasonably available. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services required are encouraged to identify themselves and give written notification to the Contracting Officer no later than 5:00 PM Eastern Standard Time, on May 19, 2010. Determination not to compete the proposed action based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing responses to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of responses.
