Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a brand name or equal combined synopsis/solicitation for commercial items prepared in accordance with the format in far subpart 12.6 - streamlined procedures for evaluation and solicitation for commercial items-as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is being issued using Simplified Acquisition Procedures. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-40. A firm fixed price award contract will be awarded. When submitting proposals for this requirement the control number will be W81XWH-10-T-0225. This is a full and open competition. The associated North American Industrial Classification System (NAICS) code for this procurement is 423450 with a small business size standard of 500 employees. This requirement is a 100% Small Business Set-Aside. Background: The U.S. Army Medical Research Acquisition Activity intends to purchase one (1) OpGen Argus Optical Mapping System to be delivered to Walter Reed Army Institute of Research (WRAIR), 511 Robert Grant Ave. Silver Spring, MD 20910 no later than 31 May 2010. WRAIR is establishing a central repository of multi-drug resistant organisms. Isolates will be sent to the WRAIR from Department of Defense Medical Treatment Facilities (MTFs) throughout the world. Therefore WRAIR is seeking to purchase the OpGen Optical Mapping System, Argus, in order to generate the most detailed and epidemiological relevant data on the organisms submitted to the MRSN by the MTFs This will allow the MRSN to compare microbial genomes to identify regions of similarity and dissimilarity across the genomes of even very closelyrelated strains and to discover the locations of structural motifs that may correlate with phenotypic traits such as pathogenicity, virulence and antibiotic resistance. All interested contractors submitting a quote must comply with ALL of the following minimum essential characteristics in order to qualify for this contract: - Contractor must be able to provide the OpGen Argus Optical Mapping System and MapSolver software.- Contractor must be able to provide reagents to support the OpGen Argus Optical Mapping System with next day delivery to Walter Reed Army Institute of Research in Silver Spring, MD. - Contractor must be able to provide scheduled maintenance and emergency services to the Argus System. - Contractor must be able to provide training for staff on both the OpGen Argus Optical Mapping System and MapSolver software. Line Item 0001: Quantity One (1) Argus Optical Mapping System. Part number 11000-100. System must include the mapcard processor, optical mapper, mapping work station, mapsolver software, warranty, set up and installation, and training. Line Item 0002: Quantity Thirty (30) Mapcard Kit. Part Number 12000-010. Kit to include cards, CFDs, caps, and port seals. Line Item 0003: Quantity Thirty (30) Maplt Enzyme Kit (TBD). Part Number 1420X-010. Kit includes enzyme and mapcards. Line Item 0004: Quantity Thirty (30) Maplt Essential Kit. Part Number 14100-010. Kit includes buffers and stains. Line Item 0005: Quantity Thirty (30) Mapcard Kit. Part Number 12000-010. Line Item 0006: Quantity One (1) Contractor Manpower Reporting. Input of the Accounting for Contract Services information in the website operated and maintained by the Assistant Secretary of the Army (Manpower & Reserve Affairs). See the Contractor Manpower Reporting paragraph for specific reporting information. Reporting period will be the period of performance not to exceed 12 months ending 30 September of each government fiscal year and must be reported by 31 October of each calendar year. Delivery terms shall be FOB Origin. Walter Reed Army Institute of Research (WRAIR), 511 Robert Grant Ave. Silver Spring, MD 20910. Applicable is FAR 52.212-2, Evaluation-Commercial Items: The Government will award a contract resulting from this solicitation based on the lowest price technically acceptable. Evaluation of offers shall be based on the following factors: (1) Technical Capability - Evaluation of Technical Capability will be based on the information provided in the quotation. Offerors shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature that addresses all technical requirements, and that clearly documents that the offered product meets technical requirements stated above. (2) Price - Quoted price will be evaluated for reasonableness. Factors are listed in their relative order of importance. Each offeror must (1) submit written information that pertains to their capability to perform the required services which demonstrates knowledge of the requirement and all certifications (2) identify two federal, state, local government, or private contracts for which the offeror has performed work similar to the SOW in this solicitation (include contracts within the last two years, POCs, and telephone numbers). This solicitation document incorporates provisions and clauses that are those in effect through Federal Acquisition Circular 2005-16. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.
