- This Sources Sought Notice is a Request for Information (RFI) and for planning purposes only. This is not a pre-solicitation or solicitation announcement and no contract will be awarded from this Notice. The Department of State will not answer any questions regarding this market research. No reimbursement will be made for any costs associated with providing information in response to this Notice. RFI Focus: The Department of State is interested in determining the availability of potential businesses that have the capabilities to perform Global Logistical Meeting Support Services. This support will be performed worldwide. BACKGROUND Launched in 2003 by President George W. Bush, the Presidents Emergency Plan for Aids Relief (PEPFAR) holds a place in history as the largest effort by any nation to combat a single disease. In the first five years of the program, PEPFAR focused on establishing and scaling up prevention, care and treatment programs. It achieved success in expanding access to HIV prevention, care and treatment in low-resource settings. During its first phase, PEPFAR supported the provision of treatment to more than 2 million people, care to more than 10 million people, including more than 4 million orphans and vulnerable children, and prevention of mother-to-child treatment services during nearly 16 million pregnancies. On July 30, 2008, H.R. 5501, the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 was signed into law. This Law authorized funding over the next 5 years to combat global HIV/AIDS, tuberculosis, and malaria. This global epidemic requires a comprehensive, multisectoral approach that expands access to prevention, care and treatment. As PEPFAR works to build upon its successes, it will focus on transitioning from an emergency response to promoting sustainable country programs. In this second phase of PEPFAR, a new program strategy is underway that supports the Administration's overall emphasis on improving health outcomes, increasing program sustainability and integration, and strengthening health systems. Some of these changes are already being implemented with planning and programming for FY 2010. Over the next year, PEPFAR will be working closely with country teams in order to translate, prioritize, and implement this strategy in a manner appropriate to the country context. Due to the nature and the global interest of the PEPFAR program, we require a firm that has had vast and proven experience in organizing and facilitating large meetings (up to 1,500 persons+) internationally. This top-notch company must have demonstrated the ability to handle complex program logistics associated with the meeting, specifically in resource limited settings. The expectations of the meeting stake holders: the US Government [Headquarters and field staff], host country government as well as our multilateral partners, are exceedingly high. The day-to-day operational challenges are unique, but not uncommon. Given that there are varying interests (US Government, host country government, multilateral partners) in organizing these meetings, an exceptionally high level of diplomacy and efficiency is required. The company must have experience working with US Government embassies abroad, cabinet ministers, including the Office of the President and the President’s protocol officers (not simply travelling or escorting these individuals) as well as heads of international organizations such as the Global Fund and the agencies within the United Nations. The firm must also have the availability of up-front-capital to make advance payments required by many international facilities and vendors. RFI - INSTRUCTIONS Instructions 1. All interested companies are requested to submit an electronic capabilities package that does not exceed ten (10) pages (all inclusive with the exception of the title page and table of contents. The capabilities package will be concise and focused. 2. The capabilities package shall be company specific. Capability packages that include teaming partners, etc. are not solicited and will not be reviewed. 3. Sales brochures, videos, and other marketing information materials are not solicited and will not be reviewed. 4. Cost or price information is not solicited and will not be reviewed. 5. Interested companies shall submit an electronic copy their capability statements via email to Michael Rich, 703-875-6106, richmb@state.gov. The due date and time for submission is 11:00 AM Eastern Standard Time (EST) May 12, 2010. 6. No phone call related to this RFI will be accepted. All correspondence shall be via email. All responses must include the following information: a. Company name; b. Company address; c. Company business size; d. Commercial and Government Entity (CAGE) Code. e. Current North American Industry Classification (NAICS) Codes; and f. Point-of-Contact name, telephone number, and email address. Capabilities: Business 1. Provide a summary of your company's relevant experience in conducting business operations with advancing US Government program strategies and objectives related to the global HIV/AIDS or similiar pandemics. 2. Provide a summary of your company's relevant experience in design work that focused on advancing the US Government program strategies and objectives related to the global HIV/AIDS or similiar pandemics. 3. Provide a summary of your company's long term experience that involves event management in resource limited regions, for example Africa and Asia. 4. Provide a summary of your company's experience working closely with Senior Multi-National Government Representatives. 5. Provide a summary of your company's experience and business relationships with multilateral organizations. 6. Provide a summary of your company's role and reporting relationships in these ventures. 7. Provide a summary of other firms or entities that may have been utilized in meeting the customer requirements and the role that these organizations played. 8. Provide a summary of your company's relevant experience in obtaining permits, licenses, etc., necessary to organize an event in other countries. 9. Provide at least two (2) client references (name, phone number and email).
