- This Request for Information (RFI) is posted for planning and market research only. This RFI DOES NOT constitute a Request for Proposal, Request for Quote, or Invitation for Bids. This RFI does not commit the Government to issue any type of solicitation or award an ultimate contract. This RFI does not restrict the Government from a particular acquisition approach. The Government will not reimburse any respondent for any cost associated with information submitted in response to this RFI. The Navy Anti-Terrorism / Force Protection (AT/FP) Ashore Program Management Office is tasked to procure, deliver, integrate, install, and sustain systems and equipment which provide the ability to protect mission critical assets and personnel from acts of terrorism and natural disasters. The AT/FP Ashore Program delivers systems which support the need to define the functions of detect, assess, warn, defend, and recover per the Joint Functional Concept (JFC). The protection provided by the AT/FP Ashore Program extends to personnel, equipment, naval forces, and infrastructure located at naval installations world-wide. Threats may approach from the land, water, airspace, or cyber boundaries of the installation. Once detected, potential threats must be efficiently tracked and classified to allow sufficient time to coordinate an appropriate response. The Naval Facilities Engineering Command (NAVFAC) Headquarters (HQ) AT/FP Ashore Program Management Office (PMO) is interested in receiving information on available technologies to protect against waterside threats in harbors, both surface and sub-surface. Although responses addressing truly innovative AT/FP Ashore threat mitigation capabilities are appreciated, the primary emphasis of this RFI is on technologies which: *Detect, track, classify, and identify approaching surface and sub-surface contacts in all weather and sea conditions. Sufficient resolution and performance to discern the activities of surface swimmers, divers, personnel in/on the approaching vessels, including small personal watercraft, as well as partially- and fully-submerged underwater threats is desired. *Utilize industry-standard data protocols for information dissemination, communication, and compression. *Provide sufficient standoff to allow for adequate response time dependent on threat type. *Determine the intent of personnel or vessels approaching naval installations from the waterside. *Reduce or replace manning associated with security tasks, including but not limited to waterside patrol, surveillance, and assessment with autonomous technologies that match or exceed current human performance. *Meet a Technology Readiness Level (TRL) of 8-9. Respondents to this RFI should focus on commercial-off-the-shelf (COTS) solutions involving leading edge technologies. Innovative application of existing technology solutions to the abovementioned from other employments is also desirable. Responses to this RFI shall be limited to two (2) pages in 10-pt Times New Roman font. Any information considered proprietary should be clearly marked as such.Responses will not be returned nor will respondents be notified of the result of the review.
