- Description
- Copy of JRD/J&A for Merrick Bridge Contract FA4855-10-C-0002 The services to be provided under this bridge contract will comprise of Title II Architect and Engineering (A&E) Services, to provide augmentation of Community Planner, Program Managers and Project Inspectors by the contractor, to offset severe manning shortages within the 27 Special Operations Civil Engineering Squadron/Programs Flight (27 SOCES/CEP). Due to a loss of government personnel, shortage of skilled engineers, significant increase in workload and the inability to hire sufficient replacement personnel over the last year, the civil engineering squadron has had to depend on contracted services to augment their workforce. The current augmented workforce includes Program Managers and Project Inspectors furnished by Merrick & Company under contract #FA4855-08-D-0004, the Task order (0008). These services will expire 28 Apr 10 and critical support will be lost without continuation of contracted support. Under the contemplated contract, Merrick & Company will continue to provide the same staff or equivalent, to maintain the operations of CES through 31 July 10, a time period critical to the continued beddown of new and reorganized operations at Cannon AFB in support the new AFSOC mission. The anticipated value of these services is estimated at $430,000and will provide 536man-hours of service (1 partial pay period and 6 full bi-weekly pay periods) over the life of the bridge contract. The Period of Performance of this bridge contract will be 29 Apr 2010 through 4 31 July 2010. This time frame for the bridge contract will allow for the necessary time for a properly advertised and vetted solicitation and award of Title I and II A&E services as well as allowing time for the civil engineering squadron to continue navigating the Air Force personnel system to bring adequate DOD civilian manpower on board.
