Description
The Requisite Pro and SODA License Support and Maintenance contract is a hybrid Fixed Price / Time and Materials Indefinite Delivery Indefinite Quantity (IDIQ) contract. Most of the work to be performed is streamlined and consists of standard upgrades and maintenance. But, due to a potential future need to receive training on the new acquired software, emergency maintenance, and conversion of several projects / reports FDA has determined that it is in the best interest of the Government to incorporate an IDIQ line item in the amount of $500,000 that T&M task orders may be placed against. FINDINGS 1. At this time, it is not possible to estimate accurately the extent or duration of the work, or of the anticipated costs, for the additional Requisite Pro related tasks with any degree of confidence. 2. Several of the IDIQ tasks may be fixed-price but the emergency maintenance tasks will be Labor Hour. 3. A cost-reimbursement contract would be unacceptable as the program office is unable to accurately describe the majority of the work to be performed, unable to estimate the costs up front and, consequently, unable to evaluate a cost proposal. 4. Services will be provided by the contractor utilizing the services of negotiated labor categories at specific fixed hourly rates. The hourly rates are fully burdened. 5. The Government anticipates materials and labor costs to be associated with some of the additional maintenance, conversion, and migration efforts. 6. Government surveillance of contractor work / performance will be by the Contracting Officer's Technical Representative (COTR).
