- Description
- The Centers for Disease Control and Prevention, National Center for Chronic Diseases, Division of Cancer Prevention and Control, intends to issue a sole source purchase order to American Nonsmokers' Rights Foundation, Berkeley, CA, the only known provider of data necessary to track local tobacco control ordinances on a nationwide level. The Foundation established and maintained the Tobacco Control Laws Database since its inception in 1980 and has an in-depth understanding of the relevant issues with policy development and analysis, including extensive national network of contacts with local and state tobacco control coalitions, programs, and advocates. Information collected from the Foundations' policy database has been widely cited in peer reviewed journal articles and scientific reports on trends in local tobacco control policies, including a 2000 National Cancer Institute Monograph on State and Local Legislative Action to Reduce Tobacco use. The contractor shall provide all labor, materials, supplies, and equipment necessary to collect and deliver the policy data. This acquisition is being procured applying Simplified Acquisition Procedures, in accordance with Federal Acquisition Regulations (FAR) Part 13.106-1(b). The circumstances of the contract action deem only one source reasonably available. The American Nonsmokers' Rights Foundation is the only available source with the required expertise to provide the services. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services are encouraged to identify themselves and give written notification to the Contracting Officer no later than 5:00 PM Eastern Standard Time, on May 19, 2010. Determination not to compete the proposed action based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement. Respondents will assume all financial costs for preparing a response to this notice. The U.S. Government assumes no financial obligation for the preparation and distribution of responses.
