- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Regional Contracting Office - Vicenza, Italy is releasing this combined synopsis/solicitation electronically only. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The on-line version of the Request for Quotation (RFQ) is the official version for this acquisition. In cases of conflict between the electronic (on-line) version of this RFQ and any downloaded version of the RFQ, the on-line RFQ prevails. Offerors are encouraged to check the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/ and the Federal Business Opportunity (FEDBIZOPS) website at http://www.fedbizops.gov for any amendments to this combined synopsis/solicitation. All quotations must be received via e-mail no later than May 20, 2010 at 1500 hours Central European Time. All questions pertaining to this RFQ must be in writing and submitted via e-mail and received by the Regional Contracting Office - Vicenza, Italy not later than 1500 hours on May 12, 2010. No telephonic request will be entertained. All responses to questions will be posted by way of an amendment to this combined synopsis/solicitation to the ASFI and FEDBIZOPS website. The Solicitation Number W912PF-10-Q-0002 is issued as a RFQ and the award will be a Firm Fixed Price. Award date is expected to be not later than June 1, 2010. Description of Requirement: A portable weigh-in-motion system is required by U.S Army Africa in order to provide the capability to prepare rolling stock and containerized cargo for worldwide deployment. A formal on-site training program shall be included with the purchase of the system. The following technical specifications must be met: * Fully automated cargo measuring system that obtains accurate vehicular/cargo data * Interface electronically with Transportation Coordinators Automated Information for Movement II, (TCAIMS-II) and Automated Air Load Planners System, (AALPS) and allow for Organizational Equipment List and Unit Deployment List data transfer into the system from TCAIMS-II and AALPS * Electronically provide real time weight, dimensions, center of balance, volume, and profile data to above mentioned systems * Measure individual axle weight, total axle weight, axle spacing, center of balance, length, width, height and cube data of vehicles and cargo * Deployable on one 463L pallet * Portable system that can be assembled/disassembled by 3 personnel within 30 minutes * Manufactured with ruggedized components * Compatible with any available power supply (120V/60Hz-240V/50Hz) * Equipped with 4 x Weigh-In-Motion pads, leveling pads, spacers, and capable of 20,000 lb/10,000 kg measurements per pad * Equipped with a wireless capability * Compatible and interchangeable, (for component parts and repair parts) with existing systems in the DOD inventory * Equipped with a transport cart that is deployable, (with the entire system loaded on/in it) on one 463L pallet * The entire system weighs less than 6,000lbs Weigh-in-Motion System Combined Synopsis/Solicitation W912PF-10-Q-0002
