- STATEMENT OF WORK (SOW) - 5-6-2010 The U.S. Department of Labor (DOL), Office of Procurement Services (OPS). This is a NOTICE OF INTENT TO AWARD a Sole Source GSA Delivery Order EBSCO Information Services for Subscription for Business Source Premier Online via Web and Print Journals using Federal Acquisition Regulation FAR Part 6.302-1(b)(1) (I); Unique supplies or services availability, simplified acquisition procedures, and the authority of FAR 13.106(b)(1). This Notice of Intent is not a request for a proposals or quotations. NO SOLICITATION DOCUMENT EXISTS AND NO TELEPHONE INQUIRIES WILL BE ACCEPTED. Description of System requirements : The Wirtz Library serves the research needs of the DOL staff, scholarly researchers, and the general public at large who are interested in labor, labor history, economics, trade unions, issues related to the various industries, current events and congressional interests. The bulk of current and scholarly information comes from current literature usually appearing in the form of periodical literature. The Wirtz Labor Library requires online and print journal subscriptions to answer the DOL Staff and general public need for current information on issues related to labor economics, and business. These journals will be available electronically or in print format through the library to researchers and DOL employees from their desktops. Required Subscription Management Services shall include ordering, invoicing, searching, claiming and link to (Open URL supported) journal, table of contents and article in Wirtz Library subscriptions with no URL maintenance by the library. Access to missing copy banks for claiming purposes with a printable list of all available Missing Copy Bank titles. Ability to search by title name, number, ISSN or LCC code. Search capability should include all titles. Search results should include current and previous subscriptions, and cancelled subscriptions. Subscription Services should be interoperable with the Dynix Sirsi Library Management System. The intended delivery date for the item(s) is on or about May 31, 2010. The Government intends to award a Firm-Fixed Price sole source GSA Delivery Order to EBSCO Information Services, 10170 Church Ranch Way 450, Westminster, CO 8002-16071. This firm is the sole developer/manufacturer /distributor of the product. The associated North America Industry Classification System (NAICS) Code is 424920 - Books, Periodicals and Newspaper-Wholesalers. Business Size Standard is 100 employees. All responsible sources received within five (5) days after date of publication of this notice will be considered by the Government. Responsible sources may identify their interest and capability to respond to the requirement, and should furnish sufficient detailed data concerning their capabilities to provide services sought including pricing data and technical data enough to determine that a comparable source to the government is available. No contract award will be made on the basis of capability statements, proposals, or quotations received in response to this noticeAny response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.. Interested persons may identify their interest and capability to respond to the requirement no later than (NLT) 2:00 PM Eastern Daylight Time, May 13, 2010.
