- MTS J&A Part 1 This J&A authorizes a contract ceiling increase and the extension of the contract with an option period to ensure continuity of operations for the soldier while establishing a full and open competition for the next phase of the Movement Tracking System (MTS 3). A disruption in service could result in adverse consequences for the warfighter. Note: There are 2 postings for this J&A due to file-size limitations. This is the first posting.
