Amendment 0002 is hereby issued to include the following: 1. Are there 3-5 full day meetings (1 offsite, 2-4 onsite) to plan for facilitated meetings (Not all meetings are full day meetings) 2. Are there 12 monthly meetings for staff/management (all onsite) (Monthly meetings may not occur based on the number of available hours and dollars on the contract) 3. Are there other support services such as surveys or other communications necessary for any other events? Survey is listed as material that the vendor may need/use to accomplish the task. 4. The solicitation identifies that the FDA is looking for award a Fixed Price Contract, however, the number of meetings is variable (2 to 4 onsite). Is the FDA looking for a Fixed Price bid by meeting, or a fixed price bid for the maximum possible number of meetings, in this case 5, one meeting off-site and 4 (max) onsite? It is based on fixed price for maximum number of meetings. 5. Is this a new contract? If not, who the incumbent vendor? Is the incumbent vendor eligible to bid on this opportunity? Yes this is a new requirement. 6. Will the FDA be identifying the location of the offsite meeting, or will that be the contractor's responsibility? The FDA will indentify the location. 7. What is the average length (hours) of the onsite meeting? 4-8 hours 8. What is the average length (hours) of the offsite meeting? 8 hours 9. How many personnel will be attending each meeting? onsite: 50; offsite:11 10. Are material production costs (printing, binding, etc.) the responsibility of the contractor? If so, should material production costs be included in the fixed price bid or should these be considered under a separate line item for 'other direct costs'? Yes, this is the responsibility of the contractor. The contractor should include cost associated as firm-fixed price proposal. 11. Will technical meeting equipment such as projectors, conference phones, etc. be provided by the FDA? yes 12. How large is the overall OWOS staff? 50 13. What management level of personnel will be at these meetings? All (both managers and employees) 14. Are the participants all FDA employees or will contractors be attending? (both) 15. Have the participants worked together before? If so, for how long? Yes; range from 1 - 6 years 16. What is the general topic of discussion? It is team development; communication; mission/vision of office. 17. Is the overall topic of discussion the more effective integration and effectiveness of the various groups now in OWOS? Yes 18. Would the off-site meeting be located in the Washington Metro area? Less than 100 miles. If not, will travel be reimbursed? Yes, it should be included in your proposal. 19. Is it correct that ONLY meeting facilitation and support is the primary purpose of the awardee? No, the task includes: meeting facilitation, support, consultation, and coaching. 20. How will the group move through the implementation phase in between meetings without the involvement of a facilitator or coach? The group will move via consultation/coaching services. 21. Other direct costs, is the contractor expected to bear the cost of hard copy meeting materials and distribution of meeting results? All cost proposed should be on a firm-fixed price basis. 22. Should the proposal be one bound copy with two sections (technical and price) or two separately bound copies? Yes, one copy with a total of 20 pages. Also you may submit your proposal through email to maryrose.nicol@fda.hhs.gov. 23. Is the number of meetings expected to be the same for the option years too? Yes. 24. What is the total number of hours expected for this service? 104 hours. 25. Will preference be given to respondents within the Greater Washington DC area or is the decision based upon total firm fixed price? No preference will be given to the respondents. The contract will be evaluated on best value. 26. Will potential off-sites be in the Great Washington DC area or beyond? Less than a 90 miles radius. 27. It is unclear whether this RFP is requesting proposals for team-building and strategy development. Is it? Yes. 28. Do you want an estimate for material/support/travel costs or want to billed for actual cost upon completion of activity requiring the aforementioned? The contractor should prepare/submit the proposal on a firm-fixed price basis. 29. Do you project that any offsite meeting will take place at commercial facilities? If so, have you projected the number of meetings and the associated facilitation cost to include facility booking, Av equipment and other fees? The contractor is not responsible for the cost offsite meetings. 30. Will this project require any travel outside the DC/VA/MD areas? No. 31. Do you have in mind an estimate for the number of labor hours required for this request for the categories described below? The contractor is responsible for proposing the labor categories.
