- NSF 59 Approved Document This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-40. This announcement constitutes the 100% total small business set aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 332510, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government. The Government may award this contract to other than the lowest price technically acceptable quote. Technical capability and past performance are significantly more important than price. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a mobile cart - food service kiosk. 1. Statement of Need: Brief Description of Purpose The purpose for the mobile vending units is to provide hot food, cold food, cold beverages, and hot beverages to employees of the campus. The unit will be used indoors and outdoors depending on events throughout the campus. Brief Description of Need The Food and Drug Administration at White Oak is in need of a food service kiosk that are able to sell refrigerated food, hot food, beverages, and coffee. The campus is continuously growing from 4,500 employees in 2010 to nearly 9,900 employees by 2013. The need for the kiosks is that there is a significant cost savings to the FDA when self-contained units are used. These units avoid the FDA in plumbing which is very costly since several locations were not building with water access for food service. 2. Statement of Work: Specifications- Design Features and Quality: The Food and Drug Administration is in the need of having a mobile structure that is able to merchandise and sell food in the FDA at the White Oak Silver Spring, MD complex. This unit must have the ability to merchandise: cold food and hot that is visible to the customer and accessible to both the customer and the vendor selling the product. The food service kiosk must also have the capability to contain utilities and not rely on plumbing to be in operation. The unit must have the following regulatory approvals: NSF. Please refer to Attachment I. The unit must be able to merchandise and operate food service both indoor and outdoor use. The unit must be made out material that will repel water in order to be used outdoors. The unit must have a metallic surface should be used for the counter and throughout the unit. There should be no sharp edges that can cause injury. The meeting/joining of stainless steel areas should be smooth. The metallic surface must be stainless steel. Acceptable stainless steel grades are: Type 304 (also known as A2) Type 316 For hand washing purposes, the unit must have a 2-bowl hand sink and the hot water must reach a temperature of at least 180 degrees. A fresh water tank system must be utilized by the vending unit and must have a minimum capacity of 5 gallons. The water tank system must be contained within the unit while being transported and when in operation. The unit must be able to fully close when not in operation. The unit must be able to lock up merchandise that was on display to prevent theft. The unit must be able to have refrigeration table-top unit for the retail operator. The refrigeration unit must be able to display at least 3 shelves of 20 oz. beverage bottles. Bottled beverages have a height clearance of 9.25 inches. The warmer unit must be of the same dimension. The unit should not exceed 5 shelves and must have doors on both the customer side and vendor side. The unit must have a warmer table-top unit for the retail operator. The unit must have a height between 36"-42". The kiosk must have a under counter dry storage cabinet. The unit must have a refrigerated unit out of front customer view The unit must be able to provide an outlet and space for a cash register. The unit must be transportable by one person thru hallways and into the outdoors if needed. The food service kiosk must have maximum transportable dimensions of (w) 36" x (l) 108" x (h) 80". The unit must not be larger that 13' in length while in operation The food service kiosk must have lockable casters at the bottom of the unit and not able to move once set up for operation. The kiosk must have in place sign holders that can advertise menus to the general public. The operating vendor must have the option to place advertising within sign holders to identify company and menu Utility Requirements Waste water tank within the system must hold a minimum of 6 gallons. Water pump have a minimum water pressure of 35 PSI. The unit must contain a water filtration system must contain a filter system to allow a minimum of 5 microns. The fresh water tank must be usable at a minimum of 5 gallons Warranty There should be a minimum of 1 year of parts and labor on all equipment. Merchandise Requirements/Dimensions The unit needs to be able to refrigerate food products and also keep products warm. The refrigeration must be contained within the unit or placed along side of the unit. The refrigeration unit must be able to display at least 3 shelves of 20 oz. beverage bottles. Bottled beverages have a height clearance of 9.25 inches. The unit needs to be able to warm food products and also keep products warm. The food warmers must be contained within the unit or placed along side of the unit. The warmer unit must be of the same dimension. The unit should not exceed 5 shelves and must have doors on both the customer side and vendor side. The unit must have the flexibility to merchandise products to the public in a self-serve or employee serve manner. A customer must have the ability to buy product and then approach the counter. The full display area (counter) must be at least 144" long by 24" wide. (12 feet x 2 feet) Utilities must be self contained within the unit. The unit must be able to lock away all product placed within the unit for warm food, refrigerated food, and dry storage. The unit must have roll down gates or closing doors when not in operation or in transportation with only key access. FDA will review and accept the final design prior to fabrication Delivery and Installation: The locations for service will be in the following location: Building 31/32 Conference Service Center Performance Date/Time of delivery: The units must be delivered by June 1, 2010 3. Delivery Requirements The mobile vending unit must be delivered to: 10903 New Hampshire Avenue Loading Dock Silver Spring, MD 20993 Quantity / Acceptance 3 Units must be delivered to the campus and all working parts must be in operation prior to acceptance by the government. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov.
