Description
Attachment 3: Initial Spare Parts and Consumables and Ground Support Equipment List Attachment 2: Paint Scheme Attachment 1: Statement of Work Draft Request For Proposal Naval Air Systems Command (NAVAIR) intends to procure on a competitive basis three (3) L-39C jet trainer aircraft, associated initial spare parts and consumables, and ground support equipment. The Government anticipates award of a Firm Fixed Price (FFP) FAR Part 12 (commercial item) contract to the responsible offeror who provides the lowest price, technically acceptable (LPTA) offer. All aircraft, initial spare parts and consumables, and ground support equipment shall be delivered to Kabul International Airport, Kabul, Afghanistan no later than 300 days after the date of contract award. Complete details are available in the draft solicitation document and attachments. Acquisition of L-39C aircraft is being pursued under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 and FAR 6.302-1(c), Brand Name Description. The Afghanistan National Army Air Corps (ANAAC) currently operates and maintains a fleet of L-39C aircraft. The L-39C is a familiar platform presenting a low life cycle cost that is required to train future ANAAC aviators in a timely manner. Information including the Statement of Work, paint scheme, and initial spare parts and consumables and ground support equipment lists are provided in this draft solicitation number N00019-10-R-0050.
