Description
This is a Market Survey to identify potential sources to manufacture and deliver the stabilator indicators, ID-2279A/A, NSN 6610-01-326-0119, Honeywell part number 3809445-4, Sikorsky part number 70450-01053-107, that are currently used in the Army UH-60A/L Black Hawk Helicopters. The indicator is an analog gauge consisting of a lighted needle that displays the position of the helicopter stabilator over its full range of 10 degrees up to 40 degrees down to the pilot and copilot. The only known supplier for ID-2279A/A is Honeywell International Inc, 1300 W Warner Road, Tempe, Arizona 85284. It is the governments intention to award a sole source contract under FAR 6.302-1 in lieu of any other sources. The Army is interested in any other suppliers who can deliver at a monthly rate of 20 units. The Government intends to award a 5 year indefinite delivery indefinite quantity (IDIQ) firm fixed price contract from June 2011 to June 2016. The government does not possess a complete set of production level drawings necessary to produce the item. If the offeror has not supplied this hardware in the past, requirements for consideration for this contractual effort are as follows. Sources must obtain Full Airworthiness Qualification approval per Army Regulation 72-60 by the approval authority of AMCOM Aviation Engineering Directorate (AED), AMSRD-AMR-AE, Bldg 4488 2nd Floor, Redstone Arsenal, Alabama 35898-5000. The cost of the airowrthiness effort is estimated to cost $3 million and take 2-3 years. Suppliers capable of manufacturing and delivering these items as specified above must so indicate, by writing to, US Army CECOM LCMC,ATTN: AMSEL-LC-CCS-N-AA, Building 1200E, Fort Monmouth, NJ 07703-5043. The response must also include documentation substantiating that the supplier is a production ready source for the ID-2279A/A. This Market Survey does not obligate the Government to award a contract nor does it guarantee any future contract.
