Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Physics Laboratory, Ionizing Radiation Division, intends to negotiate with Luna Innovations, LLC; Roanoke, VA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to provide the ultrasonic tomographic system described below. Background: The NIST Ionizing Radiation Division requires an advanced ultrasonic tomographic system. The ultrasonic tomographic system offered by Luna Innovations, LLC, is a more advanced version of a prototype developed under a Small Business Innovation Research (SBIR) contract with NIST designed specifically for mapping submilliKelvin changes in temperature in water, as is required for doing standard reference dosimetry with a water calorimeter. No such remote-sensing instrument suitable for water calorimetry of radiotherapy beams is commercially available, and, as a consequence of that work, Luna patented the technology. Background research conducted involving work done with prototypes of this instrument found no other competing instruments or techniques suitable for measuring time-resolved, spatial distributions of such small changes in water temperature. NIST intends to procure an instrument that can map radiation-induced temperature changes in water throughout a 10 cm x 10 cm x 2cm volume with few-mm spatial resolution, 10s of microKelvin sensitivity to temperature change and a refresh rate approaching 1 Hz. Below is a description of the product to be procured: • Quantitative ultrasound unit including base software • Custom Interface to 128 element ultrasonic array: includes circuit board interface multiplexer: NI SCXI-1130 with terminal board amplifier: custom assembled for differential input. • Custom Software and Support. The NAICS Code is 334519. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Luna Innovations, LLC for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST to provide these services may clearly and unambiguously identify their capability to do so in writing on or before May 20, 2010 at 12 pm EST. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
