- Attachment C Attachment B Attachment A This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-40. This solicitation is a total small business set-aside, NAICS 339950 with a small business size standard of 500 employees. The Government intends to issue a firm-fixed price contract to the responsible Small-Business offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for all work as shown in scope of work. A United States Great Seal is needed for the United States Mission to the United Nations (USUN) New Office Building (NOB) located in mid town Manhattan (799 UN Plaza), New York, N.Y. 10017. The United States Great Seal is a standard bronze casting, mounted to an architectural concrete surface by concealed anchoring. The plaque is illustrated in the attached drawing and reasonably inferred herein. See attachment B which is a color drawing of the Great Seal. The Seal has a patinized brown background; raised and polished letters, border; and American Eagle. Work includes meeting and coordinating with government representatives, artwork, pattern, domestic delivery and installation. Plaque is to be delivered in 4 weeks after approval of art work/mock up and installed in the building within the following week. PAST PERFORMANCE: Bidders are to present past experience on fabrication and installation of cast metal signage for two (2) similar projects performed over the past (10) years. For each project submitted, the Contractor should address the following items in narrative format: size, color, material casted and a contact person to verify timeliness, cost control and quality. LOCATION: The plaque is to be installed in the front lobby of the USUN NOB at 799 UN Plaza. The plaque is to be located over a circular reveal in the cast in place concrete wall 1600 mm (63") in diameter and located approximately 7450 mm (24'-6") above the interior lobby floor. It is intended for the seal to cover/conceal the unused reveal. The attached sketch, Attachment A, shows the location and the reveal to be covered. The depth of the reveal is approx. 2.5 centimeters or about one inch. The plaque is to cover the existing reveal. SIZE: 1600mm (approximately 63 inches) in diameter THICKNESS: Minimum metal thickness shall be not less than 0.5"and not greater than 0.625"without prior coordination and approval with the Government. ARTWORK: For approval of color, texture, materials and workmanship, provide artwork indicating the final product which should include a full size "paper" mock-up, materials, finishes, samples of similar metal signs, and other artwork. See Attachment C for an example of the desired finished plaque. CASTING: Provide bronze sand casting with 80 % minimum copper and correct percentages of zinc and tin. Casting shall be true to detail with sharp clean profiles, and well defined intersections. Casting shall be free of seams, gate marks, burrs, casting flash, cracks, cavities, fins, strain, thickness variations, scab, runs, pitting, high spots, or any blemishes. Background stippling shall be uniform and consistent. There can be a separate castings of individual parts seamlessly assembled together for visual continuity and strength. Provide the year date on the back - not visible surface. FINISH: Metal surfaces shall be clean, well formed and finished to indicated size and shape, true to details, with straight lines and angles and smooth surfaces. Exposed sheared edges shall be eased. Provide uniform flatness, and consistent smoothness, without surface blemishes where exposed to view. Exposed viewed surfaces with pitting, seam marks, chill marks, or other imperfections are not acceptable. Use chemical oxidizing techniques with hand rubbing to develop the approved dark brown color in lieu of coating with any paint formulated for metal. Polish all exposed surfaces including raised lettering, border, side, and American Eagle. Comply with NAAMM Metal Finishes Manual. Colors as indicated below and illustrated in attachment. Background Color: Dark Oxidized Statuary Bronze Copy Color: Satin Bronze Seal Color: Satin Bronze PROTECTIVE COATING: To protect the Great Seal against tarnishing, provide one clear coat of a two-component high gloss acrylic polyurethane, specially formulated for polished copper base alloys. Apply by uniform spraying in full wet coats just short of sagging or "flooding". Air dry final coat for 48 hours. Total dry film thickness shall be at least 1.0 mil. All surfaces shall be coated front, back, and sides. ANCHORS AND FASTENERS: Provide concealed rear mount fastening by stainless steel 300 series drill-in-place anchors and inserts. Anchor individually castings weather tight, permanent and secure. Furnish anchors set into concrete providing a toothed steel or lead shield expansion bolt devise. It is recommended that the plaque allow for the installer to utilizing the existing four tie holes within to be covered/concealed reveal. This should mandate that rebar within the concrete wall will not be impacted by any drilling for installation of the anchors. Anchor details and with the weight of the plaque shall be submitted for review prior to the fabrication. PACKAGING AND DELIVERY: Plaque shall be correctly packaged so as to have no damage during shipping. The contractor is responsible for delivery within 4 weeks after approval of art work/mockup and installation of the plaque. INSTALLATION: The vendor is responsible for the installation of the plaque in its intended location. The installation of the plaque is to be completed the week following delivery of the plaque to the site. This will necessitate completion of preparatory actions needed for the installation in advance of the plaque's delivery ensuring completion within the week. The vendor is responsible for means and methods of final installation including but not limited to tools, materials, scaffolding, lifts, etc. The vendor is to protect the floor using plastic covered by masonite or plywood. The vendor assumes all responsibility for any damages incurred while performing the work including, but not limited to, damage to finishes, floors, walls, and other architectural and decorative elements. COORDINATION: The vendor must coordinate site access (personnel, tools and materials) and deliveries with the on site Construction Management Manager, Jacobs Engineering, and the Government Site Security Manager at least 72 hours prior to desired access and arrival at site.
