- This is a Market Survey / Request for Information (RFI) and capability assessment for Telecommunications Support Services (TSS). 1. Introduction / PurposeThe purpose of this Market Survey / Request for Information (RFI) is to: (1) announce the Federal Aviation Administration's intent to conduct a competitive source selection during calendar year 2010 for Telecommunications Support Services; and (2) survey the marketplace to assess the level of interest among qualified providers of the required services. This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.3.12. Interested parties are advised that:This is not a Screening Information Request (SIR) or Request for Proposals;The FAA is not seeking or accepting unsolicited proposals;The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; andAny costs associated with the market survey / RFI response submittals are solely at the interested party's expense. 2. Description of the Required ServicesThe FAA's Telecommunications Services Group (TSG) is responsible for the engineering, management, and operation of the telecommunications services required to support the National Airspace System (NAS) as well as agency (administrative) functions. In this role, the TSG establishes, manages, and administers service contracts for telecommunications services and manages and operates FAA-owned telecommunications networks. For the Telecommunications Support Services (TSS) contract, the FAA anticipates requiring the types of technical and management support listed in Attachment 1 to this announcement. 3. NAICS CodeThe NAICS code for this procurement has not yet been finalized, but it is currently expected to be 541618 Other Management Consulting Services (Telecommunications Management Consulting Services) or a similar code. 4. Nature of CompetitionThe FAA is planning for a full and open competition. It is anticipated that the award will not be an 8A set aside, but specific subcontracting goals for small business participation will be defined and offers will be evaluated against those goals. 5. Incumbent ContractorThe FAA currently obtains these services under the Telecommunications Engineering and Operations Management (TEOM) contract (DTFAWA-04-C-00018). The TEOM contract expires on February 18, 2011 and the FAA's intent is to award the TSS contract prior to the expiration of the TEOM contract to facilitate the transition to the TSS contract. The TEOM contractor is: ITT Advanced Engineering & Sciences (AES)12975 Worldgate Drive Herndon, VA 20170 The current level of effort is on the order of approximately 200 full-time equivalents (FTEs), but the FAA expects that quantity to decrease under the TSS contract due to organizational realignments and other efficiency gains. However, the TSS contractor must be capable of sustaining the current level of support if the expected efficiency gains cannot be realized. The specific staffing requirements will be definitized at contract award and the FTE levels referenced in this announcement do not represent a commitment on the part of the FAA to staff the TSS contract at a particular level of effort. 6. Contract TypeThe FAA anticipates that the TSS contract will be firm fixed price level of effort (FFPLOE) indefinite delivery indefinite quantity (IDIQ) for the required support services. It is expected that travel and other direct charges (ODCs) will be reimbursed based on actual. 7. Questions and CommentsThe FAA welcomes questions regarding this Market Survey / RFI. Questions and comments will be accepted by the Contracting Officer via e-mail until May 14TH, 2010 (NLT: 10:00AM). No other form of questions or comments will be accepted. Responses to the questions and comments will be publicly posted to the FAA contracting opportunities website. The identities of those submitting questions and comments will not be disclosed. Responses to questions and comments will be provided no later than (NLT) May 21TH, 2010. Questions and comments should be limited to aspects of this announcement that affect the preparation of the Market Survey / RFI response. The FAA intends to release a draft SIR for TSS and interested parties will have the opportunity to submit questions and comments on the broader scope of TSS requirements at that time. 8. Responses to the Market Survey / RFIInterested parties should submit the following items in response to this Market Survey / RFI by May 28TH, 2010:A 1-page letter of transmittal;A 5-page Capabilities Statement (12 point Times Roman font, 1 inch margins); andA completed and signed Business Declaration Form (Attachment 2) The Capabilities Statement should include the following information:Type of services provided by your company relative to the scope of the TSS effort as described in Attachment 1 this announcement.Contracts under which you company has provided these types of services in the past 10 years including the name of the contract, client, your company's staffing level on the contract (# of FTEs), your company's percentage of the total staffing, and your company's role on the contract. (Prime or Subcontractor). The contract references should be similar to the TSS contract in terms of their magnitude and functional requirements..Number of years your company has been in business.Geographical areas where your company can provide the services listed in Attachment One (1) to this announcement. The submitted materials will not be evaluated nor will the FAA provide feedback on any of the submitted materials. In addition, responses to the Market Survey / RFI will not viewed by the FAA as a commitment by the respondents to submit a proposal in response to the TSS SIR if and when it is released. If any of the information submitted is considered to be proprietary, the submitter is responsible for marking it accordingly. Notwithstanding, the Government does not intend to release or distribute any of the information contained in the Market Survey / RFI responses. 9. Market Survey / RFI Response Submission InstructionsMarket Survey / RFI inquiries must be submitted via electronic mail (e-mail) to Scott Bukovec (Scott.Bukovec@faa.gov AND Eric Washington (Eric.Washington@faa.gov) in MS Word or Adobe Acrobat PDF format.
