Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage can serve as an alternative if the FBO website is unavailable. NSWC Crane Division has a requirement for a TRIMM System Emulation Set to test a variety of Radio Frequency (RF) components and modules developed for a number of PEO IWS 2.0, NAVAIR, and NAVSEA radar systems. The test set will consist of a specialized spectrum analyzer, high power RF Coupler and Switch Chassis; Interface and Control Chassis; and an industrial computer. Inspection and acceptance will be at destination by a team consisting of NSWC Crane technical team. This solicitation will utilize full and open competition after exclusion of sources procedures as a proposed firm fixed price contract. The Government intends to award to the responsible contractor whose offer is the best value to the Government considering price and past performance related factors. The evaluation factors for the award decision are past performance (more important) and price. This requirement is 100% set-aside to small business in accordance with FAR SUBPART 19.5, "Set-Asides for Small Business". The Contractor must be registered in the Central Contractor Registration database, located at http://www.ccr.gov. The solicitation will be available on or about 10 May 2010 at the two websites listed above. Interested parties can download the solicitation from the two websites listed above, for no hard copies of the solicitation will be mailed. The solicitation closing date will be on or about 09 June 2010. When the solicitation is available, all responsible parties may submit a proposal for this procurement which will be considered by the Government. This is not a Request for Proposal.
