Description
The US army contracting Command, Rock Island Contracting Center, Rock Island, IL on behalf of the Office of the Project Manager for Combat Ammunition Systems, Picatinny Arsenal, New Jersey is conducting a market survey to identify potential sources that are capable of manufacturing M935 Fuzes - used in both 60mm and 81mm HE Mortar Cartridges. The Government anticipates soliciting offerors for award of multiple Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contracts to deliver the United States Army and Marine Corps FY10-FY14 M935 Fuze production requirements. It is anticipated that multiple IDIQ contracts will be awarded for a basic period of five years. Potential contractors possessing the technical, financial and facility resources necessary to meet the Government's requirements will initially be qualified by being awarded an IDIQ contract and then compete for delivery orders as requirements arise. All respondents to this market survey should show they have certification to receive export-controlled technical data (including drawings restricted by Distribution Statement D) and must have facilities with sufficient safety clearance to handle hazard classifications (i.e. 1.3G). The TDP for this fuze is approved for distribution to U.S. contractors only. Export restrictions apply. Your request shall include a certified DD Form 2345, Military Critical Data Agreement or your JCP number, company name, POC, address and phone number. If you would like the TDP CD to be sent to you via FEDEX, please provide your company's FEDEX number. For purposes of this survey, monthly requirements fall into the general range of 20,000/month. Interested contractors should demonstrate that the possess the experience, capability, necessary equipment, facilities, and tooling required, or that they can obtain such, necessary to fabricate, assemble, test, and inspect the required quantities of M935 Fuzes per the requirements identified above. This may include an indication of willingness to invest in setting up a required production line. Contractors shall provide a summary of their company's capabilities including parent organizations, name/address/point of contact identification, capabilities, a description of facilities/equipment, manufacturing processes, inspection capability, test capability, personnel, past experience as a manufacturer, proven monthly production capacity and/or potential capacity, possible partnering/teaming arrangements, and whether the company is a large or small business. Summary descrptions of capability should address specific critical processes in the production of these legacy fuzes. Intended line capacities existing or planned) for the fuze should be identified at both a single shift rate and a maximum (3-shift) rate. Rough order of magnitude estimates should be provided addressing costs for the fuze. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the U.S. Government. All information submitted will be held as contractor proprietary data. The contractor shall provide all information requested in this notification within 30 days of this publication by electronic mail at no cost to the Government, to Mr. Larry Leahy at lawrence.leahy1@us.army.mil. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
