- COMPREHENSIVE TRAVEL MANAGEMENT EVALUATION AND ASSESSMENT/ANALYSIS FOR THE BILLINGS/POMPEYS PILLAR RESOURCE MANAGEMENT PLANThis is a Notice of Proposed Contract Action Sources Sought Synopsis. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source. There is no solicitation available at this time. Requests for a solicitation will receive no response. This Proposed Contract Action is published to notify potential sources that the Government intends to award a sole source contract to procure services to modify and finalize the comprehensive travel management evaluation and assessment/analysis for the Billings Pompeys Pillar Resource Management Plan (RMP).The Billings Field Office is seeking support to modify existing route evaluations using a systematic protocol that considers a range of commercial and resource values. From that data and supporting documentation, both quantitative and qualitative information will be provided to the Bureau of Land Managment that will be used for route impacts by alternative. The evaluations and analysis will be utilized in the Billings/Pompeys Pillar RMP process to meet Bureau policy/direction for comprehensive travel management planning. Evaluations and Analysis will identify Travel Planning Areas (TPAs) and designations for individual routes (open, closed, and limited) within the TPAs in accordance with BLM regulations (36 CFR 8340, et seq.). Through contractor support and processes, the Billings Field Office will use a systematic route evaluation process to be consistent with existing evaluation/analysis of routes, for travel management in the planning area. The consistency in the collection, organization of route data and route evaluation is critical to providing consistent interpretation of data and inputs, as well as providing an administrative record of the data and resource considerations. Services sought will also include assistance in public workshops during the Draft RMP/EIS comment period specific to travel management alternatives, as well as additional analysis/evaluations needed, as appropriate, based on public comments received on route evaluation/analysis in the DRMP/DEIS in preparation of the final, proposed plan.Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The responses to this synopsis will be used to confirm that this remains a sole source requirement.This notice is not a Request for Proposals (RFP). It is a market research tool being utilized to determine the availability and adequacy of potential sources prior to awarding a contract modification. Any information submitted by respondents to this synopsis is strictly voluntary. The government will not pay for any information that is submitted by respondents to this notice. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing to Mr. Kris Kohlhoff, Bureau of Land Management, Montana State Office, 5001 Southgate Drive, Billings MT, 59101, or electronically to: Kris_Kohlhoff@blm.gov.
