- NIAAA-10-04 Special Notice SOW RECOVERY - This project is subject to the American Recovery and Reinvestment Act (ARRA) regulations and reporting requirements of 2009. This notice is provided for informational purposes only. It does not constitute a commitment that the NIAAA or the Department of Health and Human Services (HHS) will undertake a procurement action in this matter. The National Institute on Alcohol Abuse and Alcoholism (NIAAA) is planning to solicit and award a contract using ARRA funds to establish a Data Coordinating Center (DCC) capable of conducting all aspects of a multi-center clinical trial for the treatment of Alcohol Use Disorders using a novel drug candidate, to be determined later. This contract was originally envisioned as a modification to an existing contract (HHSN275200900005C) with Fast-Track Drugs & Biologics, LLC (5 Paramus Court, North Potomac, MD 20878). Upon request from the Government, Fast-Track delivered a cost proposal to conduct a clinical investigation to test an additional, unnamed medication in November 2009, based on the contract’s Statement of Work (SOW). The Government has since decided that this work will be competed, and any resulting contract would have an SOW substantially the same as the one attached to this notice, and which is included in the contract awarded to Fast-Track on 15 January 2009. That SOW is provided here (see attachment) to allow all potential offerors the same access to the SOW that Fast-Track Drugs & Biologics, LLC has had, and to disclose fully this information. Questions regarding the SOW will be accepted if and when an RFP is issued for this project. Questions regarding this notice should be directed in writing to the Primary or Secondary point of contact identified in this notice.
